Position Overview:
Hill International is seeking a diligent and experienced Quality Manager to lead quality assurance and quality control (QA/QC) programs on complex construction and infrastructure projects under a Project Management Consultancy (PMC) model. The Quality Manager will ensure that all project deliverables meet contractual requirements, international standards, and client expectations from design through handover.
Key Responsibilities:

Develop and implement the Project Quality Plan (PQP) in compliance with ISO 9001 standards and client requirements.

Lead QA/QC activities and establish inspection and testing protocols across all project phases.

Review and approve contractors and consultants quality-related documents including ITPs, method statements, material submittals, and inspection reports.

Conduct regular audits, inspections, and quality reviews on-site and off-site (e.g., factories, suppliers).

Monitor and report on quality performance, non-conformances, corrective actions, and continuous improvement initiatives.

Ensure coordination between engineering, construction, and commissioning teams for quality integration.

Manage the quality document control process and ensure proper recordkeeping and traceability.

Liaise with stakeholders including contractors, consultants, suppliers, and local authorities on quality-related matters.

Provide training and mentoring to project staff on quality standards, procedures, and best practices.

Support project closeout and final handover by ensuring delivery of complete quality documentation, including as-builts and test certificates.
Qualifications & Experience:

Bachelors degree in Engineering, Construction Management, or related discipline.

Minimum 15 years of experience in quality management, with at least 5 years in a PMC or consultancy environment.

Proven experience in large-scale infrastructure, buildings, or industrial projects in the Middle East.

Strong understanding of international quality standards (ISO 9001, ISO 14001, ISO 45001), codes, and regulations.
