Position Summary:

Project Controls Manager to lead and manage all aspects of project controls on complex infrastructure or building projects under a Project Management Consultancy (PMC) framework. This includes overseeing cost management, scheduling, risk control, reporting, and change management to ensure project success across multiple phases and stakeholders.

General Description of Role and Responsibilities:

  • Develop and implement integrated project controls systems including planning, scheduling, cost control, risk management, and reporting.
  • Monitor and report on project performance (cost, time, earned value) against approved baselines.
  • Review contractor baseline programs and progress updates (Primavera P6), and identify schedule risks or delays.
  • Establish and manage the project Work Breakdown Structure (WBS), cost breakdown, and coding systems.
  • Oversee budgeting, forecasting, cost tracking, and cash flow management.
  • Evaluate contractor invoices, claims, and variations in coordination with contract and commercial teams.
  • Lead the preparation of weekly/monthly progress reports for internal and client review.
  • Coordinate with planners, quantity surveyors, and finance teams to ensure accurate project control data.
  • Advise project leadership on corrective actions and support decision-making with analytics and dashboards.
  • Ensure proper implementation of change control procedures across all project components.

Qualifications, Experience, Knowledge and Skills:

  • Bachelors degree in Engineering, Construction Management, or related discipline.
  • Minimum 15+ years of experience in project controls, with at least 5 years in a leadership role.
  • Proven track record in PMC or consultancy roles on major construction/infrastructure programs in the Middle East.
  • Proficient in Primavera P6, Excel (advanced), Power BI, cost control tools, and reporting systems.
  • Familiarity with international construction contracts, especially FIDIC.
  • Strong analytical and numerical skills with attention to detail.
  • Deep knowledge of project controls methodologies and best practices
  • Excellent planning, scheduling, and cost management expertise
  • Strong leadership and coordination abilities
  • Effective communication and reporting skills
  • Ability to work in high-pressure environments and meet tight deadlines
