Job Summary:
We are seeking an experienced HSE Director to lead the health, safety, and environmental strategy for a major mixed-use development. The ideal candidate will have a proven track record in developing and implementing HSE policies, ensuring compliance with local and international regulations, and fostering a culture of safety across all project phases. This leadership role requires strong technical expertise, regulatory knowledge, and the ability to drive continuous improvement in health and safety performance.
Key Responsibilities:
- HSE Strategy & Leadership: Develop and oversee the implementation of the project's HSE management system, policies, and procedures.
- Regulatory Compliance: Ensure compliance with Saudi HSE regulations, international safety standards (OSHA, ISO 45001, NEBOSH, etc.), and project-specific requirements.
- Risk Assessment & Mitigation: Conduct risk assessments, hazard identification, and safety audits to proactively address potential risks.
- Incident Management: Lead investigations into accidents, near misses, and safety violations, ensuring corrective actions are effectively implemented.
- Training & Awareness: Develop and deliver HSE training programs to promote a safety-first culture across the project.
- Stakeholder Coordination: Engage with contractors, consultants, and regulatory bodies to ensure HSE requirements are effectively communicated and adhered to.
- Emergency Preparedness: Develop and implement emergency response plans and crisis management protocols.
- HSE Performance Monitoring: Establish and monitor key performance indicators (KPIs) to track safety performance and drive continuous improvement.
- Sustainability & Environmental Compliance: Ensure environmental protection measures are integrated into the project lifecycle.
- Reporting & Documentation: Prepare detailed HSE reports, dashboards, and compliance documentation for internal and external stakeholders.
Requirements:
- Education: Bachelors degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field (Masters preferred).
- Experience: Minimum 20+ years of experience in HSE management, with at least 10 years in a PMC environment overseeing large-scale construction projects.
- Technical Expertise: Strong knowledge of HSE regulations, safety management systems, and risk assessment methodologies.
- Certifications: NEBOSH Diploma, CSP (Certified Safety Professional), or equivalent professional certifications.
- Software Proficiency: Familiarity with HSE management software, incident tracking systems, and data analysis tools.
- Leadership Skills: Proven ability to lead, mentor, and influence project teams in implementing best-in-class safety practices.
- Communication Skills: Strong ability to present complex HSE data clearly and effectively to diverse stakeholders.
Preferred Qualifications:
- ISO 45001 Lead Auditor certification.
- Experience in mega infrastructure or mixed-use development projects.
- Knowledge of Saudi Arabian HSE regulations and compliance requirements.
- Strong background in behavioral safety and HSE culture transformation.
