General Description of Role and Responsibilities:
- Responsible for monitoring the implementation of the Quality and HSSE Management System for the Project in compliance with the Client Requirements, Hill Corporate policies, International Standards, and Industry best practices.
- Periodically conducts detailed audits to assess the level of compliance with the QA and HSSE systems, procedures, and related activities.
- Regularly interacts with the Client, Project Management Team, Project Stakeholders Quality Representatives, to assess and report on site activities, Quality and HSSE issues and observed performance trends.
- Provides input to Client on project performance metrics and processes / system improvements.
QA Specific:
- Establish and implement in conjunction with the LDC (and Other Consultants), Quality Assurance and Quality Control (QA/QC) procedures for the project.
- Ensure that the LDC (and Other Consultants) implements a computerized inspection and test management system, permitting the registration of inspection and test data by date, location, material, work package, linking to NCRs
- Monitor the activities of the Contractors, and the LDC (and Other Consultants) supervision teams to ensure that Project quality procedures are being followed and that the result is quality execution and workmanship.
- Conduct audits of the Contractors, the LDC (and Other Consultants) QA/QC systems, at least once per quarter, to ensure effective implementation of their respective management system.
- Carry out observations of Quality and ensure that the LDC (and Other Consultants) issue Non-Conformance Reports and follow up on corrective actions until the NCR is closed out.
- Ensure that the Contractors implement their own Quality management systems that are aligned with and complement the LDC (and Other Consultants) own quality procedures, and that such systems have been approved and accepted by the LDC (and Other Consultants)
- Make proposals to the Client for correcting identified non-compliant work as designed or constructed and instruct and supervise the corrective actions and confirm to client the satisfactory implementation of the correction.
- Ensure that the LDC (and Other Consultants) issue monthly Project Quality Reports that describe the inspections carried out in the preceding month, results of those inspections, NCRs issued, follow-up and closure of NCRs.
HSSE Specific:
- Develop a project wide HSSE strategy which includes a safety incentive plan which will be implemented by Contractors and LDC (and Other Consultants) across the Project.
- Ensures that the Contractors HSSE program and Construction Environmental Management Plans (CEMP) are in place, are reviewed and approved by the LDC (and other consultants) for conformance with clients HSSE policy, statutory and contractual requirements, and industry best practices.
- Develop the framework for HSSE key performance indicators (KPIs) for the project. HSSE KPI requirements, communicate these to client and the LDC (and Other Consultants), and review the KPIs periodically to assess HSSE proactive and reactive performance.
- Implement PMCs HSSE program to promote a culture of safety and environmental compliance and awareness covering effective waste management across the Project and including educational measures (inductions and training courses), awareness campaigns, dissemination of Safety Alerts, and other HSSE information.
- Develop reward and recognition schemes to promote a positive safety culture; implementing initiatives across the Project to target high risk activities or areas of substandard performance.
- Ensure the LDCs review of the Contractors Method Statements, Risk Assessments, and Work Plans, and that no activities are undertaken without an approved Method Statement, Risk Assessments, and Work Plan in place.
- Establish a comprehensive reporting program, collecting regular reports from the Contractors, and storing / filing those records and reports, and implementing an audit program to test the veracity of the records.
- Manage and oversee the LDC in managing HSSE-related data and reporting on same in the Monthly Project Report, including the status of HSSE performance across the projects; maintenance of HSSE and associated processes; collection of data for all relevant reports; reporting to the client on the status of HSSE systems implementation.
- Ensure timely delivery of required reports to local and governmental authorities in accordance with statutory requirements and conditions of any NOCs/permits issued by local and government authorities related to HSSE
- Manage and oversee the LDC in implementing processes for regular scheduled inspections and audits of Contractors and Sub-Contractors work packages; issue HSSE Improvement Notices (HINs) or Stop Work Notices (SWNs).
- Ensure that Emergency and Incident Response Plans are in place and First Aid Facilities are readily available on-Site.
- Maintain oversight of the LDC (and Other Consultants) to ensure that occurring incidents are effectively managed and investigated by the Contractor, highlighting concerns to the employer; and carry out independent incident investigations where required.
- Proactively monitor and coordinate with the Construction Supervisor and the client with regards to HSSE Forums, training programs, awareness campaigns, sharing of safety alerts etc.

- Manage and oversee the LDC in being responsible for HSSE management of the project offices, including but not limited to; fire marshal training, regular evacuation drills, office inspections, first aid requirements.
- Manage and oversee the LDC in managing all HSSE related logistics, including but not limited to; security control operations, traffic management of common areas, deliveries, lay down areas.
- Manage and oversee the LDC in being responsible for ensuring that all required environmental monitoring is undertaken, recorded, and reported correctly.
Qualifications, Experience, Knowledge and Skills:
- The QA/QC Engineer shall be an engineering degree holder with a minimum of 12 years of experience in similar QA/QC works at large Projects or at the corporate level in the Construction Industry
- Has prior knowledge of the ISO certification process and has interfaced with 3rd Party Auditors
- Shall have audit experience, preferably Certified Lead Auditor in Quality Management System and shall have good knowledge of ISO 9000 series
- Have good knowledge of statistical methods reporting and Quality data analysis techniques
- Have good knowledge of Risk management concepts and methods as applied to Quality Management
- Fluent in English communication (Speaking and correspondence).
- Has the ability to mediate in a conflict situation.
- Capable of implementing problem-solving approach seeking win-win resolutions.
