Position Summary:
The HSE Manager will lead the implementation, monitoring, and continual improvement of health, safety, and environmental standards across Hill Internationals supervision projects. The role is critical in fostering a safety-first culture and ensuring strict adherence to local regulations, client requirements, and international best practices.
Key Responsibilities:

Develop, implement, and manage the HSE plan in alignment with project requirements and Hills corporate HSE policies.

Monitor all site activities to ensure compliance with safety regulations and procedures.

Lead incident investigations, root cause analysis, and recommend corrective/preventive actions.

Liaise with client representatives, contractors, and local authorities regarding HSE matters.

Conduct regular audits, inspections, and safety assessments, and issue reports with findings and recommendations.

Oversee the implementation of emergency response procedures and training drills.

Prepare weekly and monthly HSE performance reports for senior management and the client.

Lead toolbox talks, safety inductions, and ongoing training for Hill staff and contractors.

Track and report KPIs such as LTIs (Lost Time Incidents), near misses, and safety observations.
Qualifications:

Education: Bachelors degree in Environmental Science, Occupational Health & Safety, Engineering, or a related field.

Certifications: NEBOSH IGC (required), ISO 45001 Lead Auditor, or equivalent certifications are preferred.

Experience: Minimum 15 years of relevant experience, including 5+ years in an HSE managerial role on large-scale construction projects in the Middle East.

Knowledge: Strong understanding of regional HSE laws and regulations.

Skills: Excellent leadership, communication, and problem-solving skills. Proficient in HSE management systems and reporting tools.
