Position Overview:
Hill International is seeking a highly capable and experienced Project Manager to lead the delivery of a major construction project under a Project Management Consultancy (PMC) framework. The Project Manager will be responsible for overseeing the full lifecycle of the project from planning and design through procurement, construction, and handover ensuring delivery is on time, on budget, and in full compliance with contractual and regulatory obligations.
Key Responsibilities:

Manage the overall project execution plan and ensure compliance with project objectives, schedule, and budget.

Oversee all project phases including design management, procurement, construction supervision, testing & commissioning, and handover.

Lead multidisciplinary teams including engineering, planning, contracts, HSE, and quality control specialists.

Serve as the primary liaison between the client, consultants, contractors, and other stakeholders.

Monitor project risks, develop mitigation strategies, and manage change control processes.

Ensure project documentation is maintained and in compliance with contract requirements.

Report regularly to the Project Director and client on project progress, risks, costs, and quality status.

Conduct site inspections, chair meetings, and ensure timely resolution of project issues.

Promote and enforce adherence to safety, environmental, and quality standards.

Assist in the evaluation of contractor performance and administer claims and variations.
Qualifications & Experience:
-
Bachelors degree in Civil Engineering, Construction Management, Architecture, or a related field.

Masters degree or MBA is a plus.

Minimum 15 years of experience in the construction industry with at least 5 years in a project management role on major infrastructure or building projects.

Previous experience working in the Middle East in a PMC environment is highly preferred.

Solid understanding of FIDIC contracts and international construction practices.

Proven experience managing multidisciplinary teams on complex projects.
