Position Overview:
Hill International is seeking a proactive and experienced Technical Manager to oversee all technical aspects of design, engineering, and construction integration on high-value infrastructure or building projects under a Project Management Consultancy (PMC) framework. The Technical Manager will lead multidisciplinary coordination and ensure compliance with project specifications, codes, and client requirements.
Key Responsibilities:

Lead and manage the review of design and engineering deliverables across all disciplines (architectural, structural, MEP, etc.).

Provide technical oversight and coordination across design, construction, procurement, and quality assurance teams.

Ensure design solutions are fully coordinated, constructible, and aligned with local authority requirements.

Review and approve technical submittals, shop drawings, method statements, and material approvals.

Manage resolution of technical issues on-site in coordination with contractors, consultants, and the client.

Ensure that the technical aspects of the project align with contractual requirements and international best practices.

Support value engineering, sustainability, and constructability reviews.

Participate in risk assessments, change control, and technical review meetings.

Liaise with authorities and ensure technical compliance with codes, permits, and regulations.

Assist in handing over documentation, as-built drawings, and technical close-out activities.
Qualifications & Experience:
-
Bachelors degree in Civil Engineering, Architecture, or related discipline.

Minimum 15 years of experience in technical coordination and management on large-scale construction projects.

Prior experience in PMC or consultancy roles is preferred, particularly in the Middle East.

Strong understanding of local building codes, permitting requirements, and international standards.

Proficient in engineering coordination tools and software (AutoCAD, Revit, Navisworks, BIM 360, etc.).
