General Description of Role and Responsibilities:
- Produce and maintain the Project Master Schedule, incorporating all current information and progress updates.
- Cost load the Master Schedule in line with the Cost Plan; prepare and submit Cash Flow forecasts; review Consultants' and Contractors' approved cash flow and advise any necessary adjustments.
- Monitor progress against interim payment, identifying those elements of work that are in advance or delayed in the baseline cash flow estimate.
- Review/comment on Consultant / Contractor Baseline Design / Construction Schedules and other schedules as necessary.
- Review and continuously monitor, against approved schedules, the Consultants / Contractor's major design/construction progress and ensure equipment and manpower are adequate, identifying any shortfall and reporting to the project control manager.
- Advise the Project Team of any foreseen slippage of progress and corrective actions to be taken.
- Review in detail the recovery schedules as submitted by the Consultants / Contractors and ensure manpower and site supervision staff are sufficient.
- Regular visits to project sites to validate whether the progress of work on site is in compliance with approved schedules, progress reports, and major milestones have been met and report deficiencies to the Construction Manager.
- Review all daily, weekly, and monthly reports as submitted by the Consultants / Contractors and report any deficiency or non-compliance.
- Review any claim involving time impact submitted by the Consultants / Contractors and prepare a detailed assessment using different delay analysis methodologies, including time impact analysis and window analysis.
- Review design changes, variations and early warnings and assess time impact, if any.
- Attend weekly progress meetings and participate in preparing the agenda.
- Prepare Monthly Progress reports and Monthly Executive Presentations
- Prepare and update the Project Risk Register, identify action plans and assign accountability to team members.
- Agree on the progress measurement system and key indicators with the consultants/contractors during the project for monitoring purposes.
- Prepare and update the Key Issues Register and present it to the Project team
- Produce / Review / Update miscellaneous Project documents as necessary
- Participate with PMC staff in reviewing the Close-Out Reports submitted by the Contractor.
- Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills.
Qualifications, Experience, Knowledge and Skills:
- Should be a qualified Engineer with a bachelor's degree in civil engineering.
- Minimum of +12 years of experience in Planning and scheduling infrastructure Projects.
- Must have prior experience in a role that involved direct communication / interfacing with the Clients team.
- Must be fully conversant (Expert level) with Primavera, Microsoft Project, PowerPoint, etc.
- Must be a self-contained individual who can work un-supervised to achieve specific goals
- Good communication skills
