General Description of Role and Responsibilities:

  • Coordinate the planning, design, and relocation of dry utilities including power, telecom, signaling interfaces, ICT, street lighting, and SCADA-related services affecting railway infrastructure.
  • Act as a technical interface between utility authorities, railway stakeholders, design consultants, contractors, and the Client.
  • Review dry utility designs and submissions to ensure compliance with authority standards, railway requirements, and project specifications.
  • Track dry utility approvals, NOCs, permits, and utility diversion requirements and support timely resolution of technical comments.
  • Identify interface risks between dry utilities and railway civil, systems, stations, depots, and viaduct works, and propose mitigation measures.
  • Perform design reviews, redlining, and value engineering for dry utility layouts during all design stages.
  • Attend and contribute to design, utility, and coordination meetings; support action tracking and technical follow-up.
  • Coordinate dry utility requirements with other disciplines to ensure clash-free design and constructability.
  • Support development and maintenance of ICF/ICD documents related to dry utilities.
  • Monitor progress of dry utility design and works and report technical issues, risks, or delays to the PMC management team.
  • Provide technical input to RFPs, scopes of work, and BOQs related to dry utilities.
  • Support procurement and contracts teams with technical clarifications and utility-related scope reviews.
  • Ensure lessons learned and authority requirements are incorporated into ongoing and future designs.

Qualifications & Experience:

  • Bachelors Degree in Electrical Engineering, Civil Engineering, or related discipline.
  • 10+ years of experience, with strong exposure to railway projects.
  • Proven experience in dry utilities coordination and authority approvals.
  • Solid understanding of railway interfaces with power, telecom, ICT, and third-party utilities.
  • Experience working within a PMC or Engineers Representative environment.
  • Strong coordination, communication, and technical reporting skills.
  • Proficient in Microsoft Office applications.
  • Excellent command of written and spoken English.
