Position summary

The Permitting and Utilities Coordinator is responsible for securing required NOCs, permits, and statutory approvals in alignment with project schedules while ensuring full compliance with local regulations and authority requirements. The role serves as the primary liaison with government entities and utility providers, coordinating approvals, utility diversions, and resolving interface conflicts to support uninterrupted construction activities. The position reviews design submissions, monitors critical approval milestones, maintains accurate permitting records, and proactively identifies risks to minimize delays. Working closely with project managers and engineering teams, the role provides technical and regulatory guidance to ensure smooth coordination across all external stakeholders.

General Description of Role and Responsibilities:

  • Coordinate with relevant government agencies, municipalities, and regulatory bodies to secure NOCs, permits, and statutory approvals in line with project schedules.
  • Prepare and submit permit applications, technical documents, and compliance reports.
  • Track approval processes and maintain an up-to-date permitting register.
  • Utilities & External Interfaces
  • Liaise with utility providers (telecom, electricity, water, gas, etc.) to assess potential conflicts with project designs.
  • Coordinate utility diversion, relocation, or protection works to minimize disruption to construction activities.
  • Support the resolution of conflicts between project works and third-party assets.
  • Review design drawings to identify potential clashes with existing infrastructure.
  • Provide engineering input to support design modifications required by authorities or utility providers.
  • Assist in preparing technical presentations and documentation for client and authority meetings.
  • Act as the focal point for communication with permitting authorities and statutory agencies.
  • Ensure compliance with local codes, regulations, and project requirements.
  • Maintain accurate documentation of all submissions, correspondences, and approvals for audit and project records.
  • Support project managers and engineering teams with timely advice on approval requirements.
  • Monitor critical path activities related to NOCs and permits, flagging risks and recommending mitigation measures.

Qualifications, Experience, Knowledge and Skills:

  • Bachelors degree in Civil Engineering, Urban Planning
  • Minimum 5+ years of relevant experience in permitting, authority liaison, or utility coordination on large-scale infrastructure/transportation projects (rail/metro/roads), 15 years of total experience
  • Familiarity with local authority requirements, codes, and approval procedures (e.g., municipalities, telecoms, power, water, civil defense, traffic departments).
  • Strong knowledge of design drawings, utility diversions, and construction methodologies.
  • Experience in PMC, consultancy, or contracting environments preferred.
  • Excellent communication and stakeholder management skills, with the ability to negotiate and build relationships with external authorities and service providers.
  • Proficiency in MS Office; knowledge of CAD or design review tools is an advantage.
  • Fluency in English (written and spoken); Arabic proficiency desirable, especially for liaising with local
