Role Overview
The Chief People Officer will lead the human resources function, driving the strategic planning, organisation, and development of human resources initiatives. This role is pivotal in fostering a positive and productive work environment, supporting management with capacity-building efforts, and ensuring the highest standards of staff performance, development, and engagement.
Key Responsibilities
- Human Resources Capacity Building: Regularly assess and ensure HR capacity aligns with the Agency's objectives, providing support to management in capacity-building efforts.
- Advisory on People and Culture: Serve as an advisor to management, offering guidance on people and culture matters to maintain alignment with corporate goals.
- Recruitment Oversight: Oversee efficient and effective recruitment processes to attract and retain top talent.
- Policy and Procedure Compliance: Ensure all policies and procedures related to the People and Culture Office are established, communicated, and adhered to by staff.
- Strategic Planning and Budgeting: Lead strategic planning and budgeting within HR, incorporating contingencies to support the Agency's corporate needs.
- Facilities Management and Health and Safety: Oversee facilities management, including the development and adherence to health and safety policies.
- Staff Training and Development: Develop and implement training programmes to ensure continuous staff growth and skill enhancement.
- Performance Management System: Design and implement a new performance-based management system for staff and management to drive excellence.
- Employer Branding: Drive employer branding efforts, with a focus on staff retention and career development opportunities.
Qualifications, Skills, and Attributes
- Experience: Minimum of five years in a similar role with relevant experience in people management.
- Education: Bachelor's degree (MQF Level 6) in Human Resource Management or a related field. Candidates without a Bachelor's degree but with at least eight years of relevant experience may also be considered.
- Language Skills: Excellent command of English is required. Proficiency in Maltese is considered an asset.
- Communication Skills: Exceptional communication skills to collaborate with diverse stakeholders and influence decisions.
- Interpersonal Skills: Strong interpersonal skills with a positive, collaborative approach and the ability to challenge constructively.
- Technical Skills: Proven skills in HR-related technical areas, including performance management and strategic HR planning.
- Organisation: Highly organised, capable of prioritising effectively, and meeting deadlines in a dynamic environment.
- Self-Motivated: Demonstrates initiative, motivation, and the ability to work independently and make quick, rational decisions.
- Problem-Solving: Strong analytical and problem-solving skills to handle complex challenges and influence outcomes.
