Job purpose
The Senior Project Controls Manager is responsible for overseeing Planning, Risk, Logistics, PMIS, and Document Control teams to ensure the successful delivery of the Program. The role involves setting up and implementing a project controls system and strategic plan to provide senior-level management with directions and coordination for Program success.
Duties and responsibilities
Project Controls Strategy:
- Develop the Project Controls Strategy for the overall program.
Integrated Management Plan (IMP):
- Develop an Integrated Management Plan (IMP) defining PMO-level project controls processes, procedures, and tools to be implemented by PMCs for establishing the Project Management Plan (PMP).
Master Schedule Oversight:
- Oversee the consolidated overall program master schedule, encompassing all related disciplines.
- Direct the performance of critical path analysis to identify early problems and allow teams to correct shortfalls.
PMIS and Document Control System:
- Direct the team to develop PMIS, document control system, and associated processes to monitor and control projects and data effectively at the PMO level.
- Analyze schedule data to identify issues and opportunities to meet all Program schedule objectives.
Coordination with Other Teams:
- Coordinate with cost, risk, and logistics teams to reconcile and ensure the Program schedule and cost deliverables are met.
Statutory Authority Approval:
- Manage statutory authority approval progress status and mitigation plans for outstanding issues to be resolved to obtain approval.
Risk Identification and Mitigation:
- Direct the collation and identification of Program-wide risks and suggest possible mitigation strategies.
Interface and Reporting:
- Direct the collation, interface, and challenge PMCs, Contractors, and Consultants on their reports to ensure Project Controls reporting as the single point of reporting across the Program.
Advice on PQ/Tender Review:
- Provide advice on the PQ/Tender Review & Recommendation process from a program controls perspective.
Value Engineering Workshop:
- Provide inputs on Value Engineering workshops from a program controls perspective.
- Perform related duties as assigned by Line Manager
- Maintain compliance with all company policies and procedures
Qualifications, Knowledge & Skills
- Bachelor's degree in Engineering, Construction Management, or a related field.
- Proven experience in a senior project controls management role within the construction industry.
- Relevant professional certifications are advantageous.
- In-depth knowledge of project controls processes, procedures, and tools.
- Familiarity with construction project management and related disciplines.
- Understanding of risk management principles.
- Strong leadership and strategic planning skills.
- Exceptional analytical and critical thinking abilities.
- Proficient in the use of project controls tools and software.
- Excellent communication and interpersonal skills.
- Ability to coordinate and collaborate with multidisciplinary teams.
- Strong negotiation and conflict resolution skills.
- 15 years + experience with 5 years GCC experience
