We are seeking a strategically minded Policy Program Managerto join the Microsoft Advertising Trust & Safety Team who operates on the frontlines to drive policy and risk mitigation best practices, solve user and brand safety scenarios and drive opportunities for growth. This position engages directly with our key stakeholders of sales, customers and engineering andis responsible formanaging quality and policy process including policy education, communications and external engagement, improvement and optimization projects, deep understanding of our advertiser and product policies with a specific focus on global policy application andexpertise. This includes responsibility for ensuring teams understand policy purpose, application and enforcement, and customers understand how policy will be applied to them, driving balanced opportunity assessments to create new business while limiting risk. Qualifications
MINIMUM REQUIREMENTS
Minimum require dedication, work experiences, and skills:
- Business level English proficiency
- Business level Chinese proficiency
- 5+ Years of previous experience in at least two or more of the following areas: policy/regulatory or risk management (public or commercial), management consulting, online business, media/advertising, and analytics and research.
- 3+ years of search, display and/or native advertising experience or working in a technical support/technical organization, preferably in the online industry for a high-volume commercial website or service.
- 3+ years project, program and/or online digital media policy expertise.
- Experience partnering with sales, client services & support, legal, marketing, technology teams and other functions as appropriate.
- The ability to generate policy positions relying on your own and others research and analysis, as well as the expert opinions of a broad range of internal stakeholders, executives, subject matter experts, and industry information.
- Strong ability to learn through self-study and assimilate information quickly and accurately.
- The ability to synthesize and clearly communicate complex insights to focus on critical issues and actionable opportunities.
- Proven and demonstrated initiative and leadership ability in facilitating a virtual team composed of key stakeholders across the enterprise; track record of thought leadership, influencing others and developing strong relationships based on trust; ability to drive shared understanding to design, set and attain goals; manage projects, meetings and facilitate or lead groups to a decision.
- Track record of success in dealing effectively with complex projects entailing frequent interaction with stakeholders at various levels.
- Proven capacity to maneuver within complex global organizations and deal with ambiguity.
- World-class written/verbal communication and presentation skills and the ability to verbally defend and advocate for policy decisions.
- Depth in complex relationship management, excellent listening, and problem disaggregation skills.
- Exceptional conceptual and analytical thinking; ability to understand key trends and levers that drive the business and translate strategic and technical concepts into policy.
- Data driven, detail oriented & thorough, with a professional work ethic. Transform data-driven insights into policy strategy.
- Comfort with taking on multiple roles, pushing your competencies and growing outside of comfort zone.
- MS Office proficiency.
- Must be willing to travel approximately 10%, (50/50 domestic and international).
PREFERRED REQUIREMENTS
Preferred education, work experiences, and skills(in addition to minimum above):
- 5+ years of search, displayand native advertising experience.
- 5+ years of previous experience in policy/regulatory or risk management (public or commercial)
- 5+ years in the online industry with experience in high-volume and global operational best practices.
- 5+ years project, program and/or online digital media policy expertise.
- Track record of success in building programs that support strategic customer and account manager engagement to offer policy insights and best practices while balancing our business requirements.
Responsibilities
Thought Leadership
- Lead and influence policy strategy discussions, providing thought leadership and recommendations on our policy position and set expectations on impacts to the business.
- Anticipate and support industry and regulatory impacts to our business and lead policy strategy to ensure sustainable revenue and industry position.
- Assist in escalation closure and create improvement accountability through joint action plans.
- Research and analyze trends in the industry relating to consumer / customer experiences and data / privacy to identify emerging risks, policy gaps or global trends leading to solutions.
- Insights and Business Evolution
- Support and represent the quality story with our stakeholders and customers. Drive comprehension of issue trends and compliance remedy needs.
- Consume continuous feedback and drive improvements to policy language, FAQs and quality requirements in support of improved comprehension, ongoing growth and optimization.
- Raise trends and threat vector opportunities for platform features / improvements and connect the dots more broadly across the Microsoft organization.
- Use rigorous, effective, and data-driven decision making including conducting analysis to understand marketplace repercussions of policy changes, or otherwise utilize marketplace analysis inputs to inform policy updates.
Education and Purpose
- Represent the strategic policy positions to leadership, stakeholder teams, engineering, and other organizations to drive strategic discussions and compliance solutions.
- Collaborate with internal operational and marketing teams to standardize the internal and external policy-related resource material. Amplify policy expertise by supporting training and policy education resources.
- Contribute to policy change management processes, go-to-market, and marketplace management strategy. Partner with stakeholder teams to coordinate policy enforcement and communications.
Stakeholder Coordination
- Manage direct relationships with sales, business development and other partners to effectively drive awareness and understanding of the policies so that they can communicate policy expectations. Set and review policy and quality requirements for external publishing.
- Partner with engineering and sales on policy roadmap, including the intake of net new policy requests, new partner considerations, and policy modification/evolution.
- Support stakeholder and legal inquiries and escalations.
