About the Role:
The Chief Programs Officer (CPO) will design, strengthen, and oversee programs that meaningfully shift this reality.
This role requires end-to-end program leadership — from strategy and design to execution oversight, monitoring, evaluation, and learning — ensuring high-quality implementation aligned with the organizations mission and long-term vision.
Key Responsibilities
1. Strategic Prioritization & Program Stewardship
- Define clear program goals, outcomes, and success metrics in collaboration with Program Leads
- Align program strategy with the organizations vision and priorities
- Support medium- and long-term strategy development grounded in data and ecosystem best practices
- Ensure clarity of goals across teams and strengthen outcome ownership
2. Planning, Risk Management & Execution
- Develop annual, quarterly, and monthly execution plans with Program Leads
- Identify operational and strategic risks and design mitigation plans
- Provide hands-on support to ensure programs remain adaptive and high quality
3. Program Leadership & Talent Development
- Coach and mentor Program Leads
- Conduct structured performance reviews, goal setting, and development planning
- Strengthen delegation systems and reduce founder dependency
- Build strong leadership pipelines within program teams
4. Partnerships & Ecosystem Engagement
- Steward high-level partnerships with funders, government, and ecosystem stakeholders
- Strengthen program teams ability to manage external relationships independently
- Navigate complex stakeholder environments with credibility and alignment
5. Cross-Team Alignment & Systems Building
- Facilitate cross-program learning forums
- Institutionalize best practices into scalable systems and processes
- Strengthen alignment between Programs, Fundraising, MEL, Communications, and Operations
6. Program Innovation & Systems Thinking
- Apply systems-thinking to identify root causes and leverage points
- Design criteria for piloting, stabilizing, or scaling initiatives
- Ensure structured documentation and learning from pilots
7. Fundraising Enablement & Financial Stewardship
- Support realistic program budgeting and financial projections
- Strengthen fundraising narratives and proposal development
- Participate in donor discussions where strategy and impact articulation are key
- Align program planning with fundraising cycles and requirements
8. Monitoring, Evaluation & Learning (MEL)
- Design and operationalize organization-wide MEL frameworks
- Enable teams to use data for course correction and reflection
- Promote a culture of continuous learning
Qualifications & Experience:
- 10–12 years of experience in program design, management, and evaluation
- At least 3 years of experience working in rural contexts
- Strong strategic thinker with operational execution capability
- Experience in grassroots organizations, social enterprises, or startups
- Comfortable with ambiguity and ecosystem complexity
- Familiarity with MEL frameworks, fundraising processes, and digital project management tools
- Deep alignment with values of dignity, equity, curiosity, and service
- Master's degree in development studies, Management, Public Policy, or a related field is required. A Bachelor's degree may be considered if accompanied by strong and relevant program leadership experience.
