Insight:
We are looking for a Chief of Party [CoP]. This is a pilot program and COP will be driving this pilot program. The COP will pull out the program together, work/collaborate/track/bring impact/understand data insight, scale of the program; bring network of people/org to explore synergies/collaboration [The pilot is happening in puri, Odisha and Kolkata, West bengal] [7-schools in each state and scaling to 25 schools]
About the role:
Key Responsibilities
1. Programme Design and Scalability
- Provide leadership to co-create and build scalable programme models aimed at effectively integrating a gender transformative lens based on best practices and evidence-based solutions for the secondary education system.
- Responsible for developing pathways for scale readiness for innovations that are built on robust real-time and/ or rapid turnaround evidence gathering, measurement, testing, and design evaluations.
- Apply knowledge of systems change and social innovations to support the design of interventions that support intersectional gender and social identities within the education system.
- Work closely with Director - Programmes and the Gender Specialist in the development of strategy for pilot implementation of gender-integrated programs including all ground work required with targeted schools at the state and district level.
- Lead gender analysis, develop and implement approaches that address formal and informal individual and institutional barriers to girls’ education in order to challenge root causes of gender inequality and its effects to adolescent girls
- Ensure precise planning and management of the delivery of high-quality interventions for effective integration of both the pedagogical approach of the learning intervention and the participatory, reflective approach of the gender intervention in schools, teacher performance standards and student learning outcomes.
2. Evidence generation, analysis and knowledge management
- Lead the design of innovative and participatory learning methodologies and tools to assess outcomes and impact of innovations and on-going programmes. In collaboration with the Monitoring, Evaluation, Research & Learning (MERL) team provide support to the programme teams to implement integrated program monitoring activities with a focus on effectiveness and outcome reporting and reflective processes.
- Work in partnership with the Gender Specialist and MERL team to ensure that all gender transformative intervention plans are complete with outcome level monitoring and evaluation plans; and share learnings for project improvement
- Build a monitoring system that provides timely and accurate project results by embedding evaluation and learning across programme implementation and develop logframes, indicators, implementation plans, quality benchmarks, monitoring and evaluation frameworks and related tools.
- Ensure the research and evaluation initiatives contribute to generation of evidence for development and improvement of common approaches, sound decision making and policy influencing
- Monitor and advance technical quality of programs, including conducting regular field visits to provide feedback on quality benchmarks, soliciting inputs for design of new programs and collecting ideas for innovation
- Lead the development of quality standards for implementation of gender transformative approaches, including tools for gender/power analysis and gender audits and train project staff and partners to carry out these analyses.
3. Policy engagement, Outreach and Partnerships
- Advocate for gender-responsive and intersectional approaches in education policy and practice at state and national levels
- Foster partnership with feminist organisations focused on women’s and girls’ rights, engaging men and boys, equal rights and advancing gender equality.
- Work with DD- Partnerships and Learning to collaborate with organisations specialising in life skills for adolescents from gender-vulnerable communities Ensure that Transform Schools is influencing and learning from others to advance gender equality through networking bodies such as clusters and working groups focused on gender equality, gender-based violence and social inclusion Analyse donor priorities and positions on gender equality and work with the DD Development on proactively identifying institutional funding opportunities and developing/maintaining contacts with potential donors, partners and key technical agencies
4. Programme Monitoring, Reporting and Financial Management (Learning Equaliser)
- Work with the Associate Director - Research Impact and Quality to continuously monitor the implementation using the programme monitoring and quality assurance plan
- Develop high-quality quarterly and annual project and financial reports, including updates on evaluations, case studies and other key developments for the programme
- Lead budget analysis, and draft budgetary requirements as per the set programmatic goals for effective and quality implementation.
- Plan, track and report on budget utilisation to Director Programmes as per monthly and quarterly milestones; review planned activities and actual expenditures Ensure that partners (such as technical agencies and State education departments) submit programme and financial documents as per agreement
- Manage processes including coordination with the HR and Admin and Finance team for hiring, financial planning, cash flow management and programme budgeting & analysis to support project delivery in a timely manner.
- Manage processes for onboarding of partners and consultants, including development, execution and monitoring of relevant MoU.
Essential Requirements
1. Master's degree or equivalent in Gender Studies, Education, International Development, Social Sciences, or a related field.
2. Minimum of 7+ years of progressively responsible experience in managing and implementing complex large scale programmes, with a focus on gender equality, intersectionality, and education.
3. Demonstrated technical knowledge of the following areas in the context of education: education management, in-service and pre-service training, pedagogy, accelerated learning programmes, student learning assessments and improvements in the quality of teaching and learning.
4. Strong management and leadership qualities, including the ability to innovate. 5. Excellent organisational and planning skills, ability to work in a fast-paced work environment and meet deadlines consistently.
6. The job would require up to 50% of travel to the focus districts of the programme
Technical Skill Requirements
1. Experience in developing, executing, and monitoring partnerships with various stakeholders, including government bodies, NGOs, and educational institutions 2. Expertise in driving systemic change within educational institutions and government bodies
3. Ability in scaling up pilot programmes to broader initiatives and ensuring their long-term sustainability
4. Skills in using participatory engagement techniques to involve marginalised and vulnerable groups effectively
5. Proficiency in facilitating timely data collection through qualitative insights such as focus group discussions, semi-structured interviews, and case studies
Desirable Requirements
1. Excellent communication skills, including the ability to facilitate diverse groups. 2. A passion for creative problem-solving and enthusiasm
3. Experience in writing education resources/research papers including implementation, training, teaching and learning resources
