Key objectives of the Job

This leadership role will be responsible for:

  • Establishing and implementing robust monitoring and evaluation frameworks,
  • Ensuring evidence-based decision-making across programmes and measuring its impact,
  • Developing and leading the research agenda to inform Arpans strategy and support Policy Advocacy.

Major Deliverables

Monitoring and Evaluation (M&E)

  • Design and implement organization-wide M&E frameworks to track the performance and impact of programmes.
  • Develop data collection tools and systems to ensure accurate, timely, and ethical data gathering.
  • Train M&E and programme teams in M&E processes and ensure capacity building for field-level staff.
  • Ensure high quality MIS and generate regular monitoring reports to assess programme efficiency, effectiveness, and scalability.

Research, Strategy and Leadership

  • Provide strategic direction to the RME team to ensure alignment with organizational priorities.
  • Bridge the gap between research findings and practical implementation to inform programme design, policy advocacy, and fundraising efforts. Represent the organization at national and international forums, promoting its work and research.
  • Manage budgets, resources, and partnerships related to research and evaluation initiatives.
  • Align the diverse needs and expectations of external and internal stakeholders while maintaining objectivity.

Job Challenge

Ethical Considerations: Conducting research and data collection in a sensitive area such as child abuse, ensuring confidentiality and safety of all stakeholders involved.

Resource Constraints: Balancing the need for high-quality research and evaluations with limited budgets and timeframes.

Managing Change and Driving Buy-In: Ensuring organizational-wide acceptance of agile, new-age M&E approaches that integrate digital tools and methodologies to assess reach and impact effectively. Balancing innovation with the need for training and cultural adaptation across teams.


Specialized job competencies

  • Higher preference will be given to knowledge of monitoring and evaluation frameworks.
  • Proficiency in data analysis tools (e.g., SPSS, R, STATA, NVivo, or similar). Excellent written and verbal communication skills, including the ability to present complex data to diverse audiences.
  • Proven expertise in both quantitative and qualitative research methodologies.
  • Strong project management and team leadership abilities.

Educational Qualification

Post-Graduation in Social Sciences, Public Policy, Development Studies, Statistics, Economics or related fields.

Desired Experience

Overall: 12-15 years of total experience, with at least 5 years in a leadership role.

Functional: 8-10 years of experience in programme monitoring, MIS development, in the development sector, with a focus on child protection
