Role Overview:

The Senior Manager - Research and Evaluation will serve as an integral member of the RMEL team. This highly self-motivated, creative, and organized individual will lead the design, implementation, and oversight of research and evaluation initiatives within the Primary School Education Program components.

The primary goal of this role is to generate high-quality evidence and insights to build new knowledge, inform program design, improve implementation, and demonstrate evidence of impact. The role requires strong quantitative research design, great analytical skills, and a comprehensive understanding of the primary education landscape—specifically within government-run primary education settings.

Key Responsibilities:

1. Research Design & Implementation:

  • Design and lead rigorous, large-scale primary and secondary quantitative research studies.
  • Develop research frameworks, methodologies, tools, and protocols aligned with state, national, and global education standards.
  • Work extensively with external research partners, consultants, and academic institutions to co-design and implement research studies.
  • Align research prioritization with the organization's long-term strategy.

2. Research & Evaluation Strategy:

  • Strengthen and benchmark existing research and evaluation frameworks and systems against external industry standards.
  • Ensure the integration of learning agendas into all research activities to support adaptive program management.
  • Develop and oversee the use of Theories of Change, logical frameworks (log frames), and indicator matrices across program teams.
  • Craft a rolling 3-year research and evaluation strategy in alignment with overarching organizational objectives.

3. Research Data Management, Repository & Analysis:

  • Supervise data collection and data quality assurance processes to ensure data is accessible, ethical, and compliant with data protection standards.
  • Utilize quantitative software (e.g., STATA, R, SAS, SPSS) and qualitative analysis tools (e.g., NVivo, Atlas.ti) to derive actionable insights.
  • Translate complex data and evidence into clear recommendations for program improvement and stakeholder communications.

4. Research Reporting & Dissemination:

  • Prepare high-quality reports, policy/evidence briefs, white papers, and presentations for internal and external stakeholders.
  • Present findings to government partners, funders, education hubs, networks, and external forums.
  • Support program and communications teams with externally facing presentations and participation in informational exchange forums.

5. Capacity Building & Technical Support:

  • Build the capacity of program and field teams on mixed research methods, tool design, validation, and decentralized research planning.
  • Provide technical support for commissioning research at the field level.
  • Mentor research-based volunteers and interns as required.

6. Stakeholder Engagement & Organizational Culture:

  • Collaborate closely with internal unit heads, government partners, and funders to explore fresh research ideas.
  • Contribute research-backed inputs and insights to support strategic planning and fundraising action plans.
  • Facilitate cross-functional, organization-wide learning spaces to synthesize, document, and connect good practices into action.
  • Co-create an internal evidence-use and learning culture.

Required Qualifications & Experiences:

  • Education: Master's or PhD in Education, Development Studies, Public Policy, Statistics, Economics, or a related field.

  • Experience: 8+ years of progressive experience in research and evaluation, preferably within the education sector (e.g., Foundational Literacy and Numeracy [FLN], Early Childhood Education [ECE], Multi-Lingual Education, STEM) with a strong focus on public education systems.

  • Proven Track Record: Experience designing large-scale education-based research, including longitudinal studies. Proven background working directly with education stakeholders, including government systems, funders, and NGOs
