Role Overview

The State Project Manager is the operational lead responsible for ensuring effective implementation of education programs across districts in Jharkhand. You'll oversee field operations, support district teams, and ensure that plans translate into smooth execution on the ground. This role requires extensive field travel and strong operational management.

Key Responsibilities

Program Operations & Implementation

  • Oversee day-to-day implementation of programs across districts, ensuring adherence to timelines and deliverables
  • Track implementation progress and identify bottlenecks for timely resolution
  • Conduct frequent field visits to monitor implementation and provide on-ground problem-solving support
  • Ensure coordination between district plans and state-level priorities

District & Team Management

  • Provide direct supervision and guidance to District Program Managers (DPMs)
  • Conduct regular review meetings to track progress, risks, and support needs
  • Strengthen district-level planning, execution discipline, and reporting practices
  • Facilitate coordination between district teams and state-level staff

Monitoring & Data Use

  • Work with M&E teams to review program data, dashboards, and field insights
  • Use data findings to identify gaps and improve program effectiveness
  • Ensure timely submission of accurate program reports
  • Support district teams in strengthening data quality and compliance
  • Support planning of monthly/quarterly reviews with the State Quality Cell, Education Department

Operations & Finance Coordination

  • Coordinate logistics, travel, workshops, and operational arrangements
  • Monitor operational expenditures to ensure budget adherence
  • Support planning and execution of trainings and field activities
  • Ensure compliance with organizational policies on procurement, travel, and documentation

Risk Management & Problem Solving

  • Proactively identify operational risks and implementation challenges
  • Act as first point of escalation for operational issues
  • Ensure implementation continuity during high-pressure periods

Required Qualifications

Education: Master's degree in Education, Social Sciences, Management, Public Administration, or related field (Project Management or M&E certification is a plus)

Experience:

  • 8-10 years managing large-scale education or development programs
  • Strong field-based program implementation experience, preferably in government school systems
  • Experience managing multi-location teams and district-level operations
  • Prior experience with district and state government systems highly desirable

Skills:

  • Strong operational and execution-focused mindset with attention to detail
  • Excellent people management and coordination abilities
  • Ability to analyze data and translate insights into operational actions
  • Strong problem-solving skills in dynamic field contexts
  • High comfort level with extensive travel and on-ground engagement
  • Proficiency in MS Office, especially Excel
  • Strong communication skills in English and Hindi (local Chhattisgarh languages a plus)
