Municipal Department Manager — Civil Engineering

The Opportunity
You'll lead and grow a municipal engineering practice that directly shapes community infrastructure across New Jersey. As Department Manager, you'll serve as the primary advisor to municipal clients, oversee land development review and infrastructure design, and drive business development that expands the firm's regional footprint. This is a senior leadership role where your technical expertise and client relationships translate into lasting community impact.

Your Day-to-Day
- Serve as the primary representative to municipal clients, attending public meetings and leading project management from inception through completion
- Review land development submissions for compliance with SALDO, zoning, grading, stormwater management, escrow accounts, and construction administration standards
- Lead design of infrastructure and stormwater management projects, including rehabilitation and upgrades
- Prepare and manage local, county, and state permit applications
- Oversee MS4 compliance programs, including educational materials, illicit discharge inspections, and annual reporting
- Develop competitive, well-structured project proposals that win new municipal work
- Manage construction support services including contract administration, permitting, project coordination, and budget oversight
- Maintain strong command of project financials, ensuring compliance with utilization, profitability, and overhead targets
- Grow, mentor, and lead the municipal engineering team within the office
- Actively participate in civic and professional organizations such as the Chamber of Commerce, ASCE, and NSPE to strengthen the firm's visibility
- Retain, strengthen, and expand key municipal client relationships
What We're Looking For
- B.S. in Civil Engineering or equivalent
- Professional Engineer license in New Jersey required; Certified Municipal Engineer (CME) preferred
- 15+ years of progressive experience in municipal engineering
- Deep familiarity with municipal, county, and state agencies, their processes, and their key contacts
- Proven track record of client engagement, relationship building, and winning new work
- Strong communication, business development, project management, and client relations skills
- Solid organizational and leadership capabilities with clear understanding of contractual and regulatory requirements
