ACCOUNTABILITIES
The job holder is accountable for the following activities during Project execution:
- To ensure the performance of the Contractor, Subcontractors and Construction Yards, is achieving the
Project Quality requirements. - To coordinate all Quality Control activities during construction activities.
- To ensure application of Technical Referential and relevant local and international codes.
- To ensure that Quality requirements are well established and implemented by the Contractor during yard fabrication, construction and load-out/sea fastening works.
- To provide necessary information to Construction and Pre-Commissioning Team.
- To assist other technical disciplines in the implementation of Quality Requirements.
- The Jacket QC Superintendent has a hierarchical link to the CPP QA/QC Lead. He/she has a Functional Link to MP Welding Engineer, MP NDT Specialist and others Technical Specialists for all technical matters involving quality control activities.
- Whilst having a direct hierarchical link with CPP QA/QC Lead, the CPP Jacket QC Superintendent will be integrated into Package. Therefore, the CPP Jacket QC Superintendent will also report to Company Site Representative on a day to day basis.
JOB DIMENSIONS
- The CPP Jacket QC Superintendent is mainly responsible for the readiness and construction yard activities related to Fabrication Site Quality Control, Material Inspection, Welding, NDT, Coating, Dimensional and Testing.
ACTIVITIES
- The CPP Jacket QC Superintendent will cover fabrication quality control of CPP JACKET (BJ Jacket), Flare (BK Jacket and Platform), and 2 Bridges (BJ-BK, BJ-BH).
- To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all
activities. - To carry out work in compliance with COMPANY values and policies, relevant laws and regulations, agreed COMPANY priorities and objectives, COMPANY standards and procedures and good industry practices.
- To treat all information obtained during course of the work with confidentiality.
- To review and approve Quality Documentation applicable to Fabrication Yard issued by the CONTRACTOR
and SUBCONTRACTOR through MANASA (EDMS). - To implement the QC activities based on the criticality assessment.
- Coordinate the QC activities during fabrication at yard and during Offshore Hook-up.
- Participate in the establishment and implementation of a suitable Audit Program to cover CONTRACTOR and
SUBCONTRACTOR yards main critical processes. - Manage all Company quality inspections related to material, welding, NDT and coating/painting activities.
- Ensure that all necessary material receiving inspection, material identification and traceability control systems as maintaining throughout the fabrication process.
- Ensure that welding and NDT traceability system are maintaining throughout the fabrication process.
- Ensure that there is no backlog for inspection performance, reporting and data base update.
- Ensure that review and approval process of different inspection reports issued by the CONTRACTOR and
SUBCONTRACTOR. - Ensure that COMPANY, CONTRACTOR, Certifying Authority witness inspection activities based on the Quality Control Plan (ITP).
- Ensure that CONTRACTOR and SUBCONTRACTOR is performing dimensional control activity during assembly of structural component and validate the dimensional control reports.
- Ensure that fabrication verification activities by the Certifying Authority are in line with Contract requirement.
- Issue Non-Conformance Reports (NCR) or review Contractor Non-Conformance reports and validate dispositions. Intervene as necessary where warranted.
- Issue Quality Event Report for quality findings at fabrication works and valid correction and disposition.
- Issue or participate CMS Deviation applicable to yard Quality Control Activity.
- Be the leader in the implementation of the change management process (DEV/TQR/CON) at fabrication yard
- level.
- Implement continual improvement processes, (Reporting, KPI, Lessons Learned, Close Out Report).
- Participate in the weekly meeting and in the issuance of weekly report and KPIs.
- To understand and ensure OPERCOM (ICAPS) philosophy implementation at construction yard for various pre-commissioning including punch list management.
- In coordination with Head Projects QA/QC, participate in Contractor investigations of significant Quality failures. Ensure proper root cause analysis of Contractor Quality failures is undertaken, and conclusions are reached, and corrective actions undertaken.
- Review and validate manufacturing records books.
- At the end of the mission, issue REX report and Lesson Learned to capture feedback regarding QC issues met
during fabrication and hook-up.
CONTEXT AND ENVIRONMENT
- Major Projects involve the development of new offshore platforms bridge linked to the existing facilities or
remotely connected with subsea lines. Projects are executed across several international sites and will require complex interfaces with other entities of COMPANY. - CPP Jacket QC Superintendent will be based in EPC Contractors Subcontractor premises in China
- (ShenZhen) during the whole fabrication of Jacket, Flare, and Bridge fabrication, and could be relocated
construction yard in in Qatar and Offshore Hook-up campaigns. - CPP Jacket QC Superintendent will need carry out multiple domestic and international missions to follow-up
CPP Jacket, Flare and Bridge fabrication in China. - Preferred candidate for CPP Jacket QC Superintendent position is all national complying with COMPANY
requirement and expectations.
QUALIFICATIONS & EXPERIENCE REQUIRED
- Qualification:
o Education to HND/BTS level or COMPANY approved equivalent in engineering discipline.
o Welding, certified to - AWS CWI, CSWIP Grade 3.2 or EWIP/IWIP-C or COMPANY approved
equivalent.
- Professional Experience (number of years): 15 years of experience associated with Quality Control, coordination of quality activities within Construction yard, Hook-up, Brown-Field projects of offshore facilities (jacket/topsides/bridges) in the Oil and Gas Industry.
- A good knowledge of NOC Standards and International codes/standards related to design, fabrication and inspection.
- Professional experiences in Jacket Fabrication or Flare Structure fabrication (Preferred).
- Comprehensive knowledge in material, welding, NDE and Coating works.
- Good leadership skills and good communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Be skilled in using computer programs for word processing, database management, spreadsheets and e-mail
communications. - Familiar with MANASA MANSASA, EDMS System.
- Language: English mandatory.
- H2S OPITO and T-BOSIET training.
