ACCOUNTABILITIES

The job holder will manage under the responsibility of the package Head of Construction during Onshore Yard phase and the Offshore CSR during offshore phase for all the Pre-commissioning activities related to WHP contract and shall demonstrate a strong behavior about QHSE / Construction & Precommissioning requirements.

The job holder is accountable for the following activities during project execution:

  • To aid Construction team with all matters related to Pre-commissioning and organize these activities in close
    coordination with commissioning team.
  • To verify and to confirm that Pre-commissioning of equipment packages has been performed as per project
    procedures.
  • To implement the NOC Technical Referential and applicable local and international codes.
  • To demonstrate individually an exemplary behavior toward HSE rules & requirements.


JOB DIMENSIONS

  • WHP Pre-Commissioning Coordinator is responsible for all Pre com activities performed by Contractor during Onshore construction phase and during offshore hook up phase.

ACTIVITIES

  • To promote & comply with applicable safety instructions and other HSE procedures in all activities,
  • To carry out work in compliance with NOC values and policies, relevant laws, and regulations, agreed priorities and objectives, NOC standards and procedures and good industry practices,
  • Review and/or approve the Pre-Commissioning procedures issued by the Contractor and/or Subcontractors &
    Vendors
  • Review and approve the different Pre com inspection reports & Daily reports issued by the Contractor and/or Subcontractors & Vendors on a daily basis.
  • To treat all information obtained during course of the work with confidentiality.
  • Ensure that ICAPS is daily updated by CTR including all punch list from vendors packages.
  • Issue and/or participate in the issuance of CMS Deviation applicable to Technical activities.
  • Inform the Disciplines SPDT/SPV on specific areas where the program deviates from approved Precom schedule and propose mitigations. Motivates and oversees other disciplines supervision Team.
    Ensure Contractors personnel have sufficient training and experience to carry out safe operations.
  • Identification and follow-up of any Non-Conformance (NCRs)
  • Coordinate with Commissioning Team during pre-commissioning phase.
  • Coordinate with CONTRACTOR pre-commissioning Manager and CPY Construction team,
  • To review RFC dossier and manage its distribution through CPY SPDTs before approval.
  • To ensure that preservation procedures are applied and followed by CTR and vendors.
  • Responsible to identify the subsystem priorities to CTR for completion and/or punch list clearance.
  • Ensure the readiness and delivery schedule of Vendor documentation, reporting, vendor procedures, handover
    certificates
  • To ensure that at time of Sail away, any remaining PL and/or COW are clearly identified and uploaded into
    ICAPS,
  • To ensure that any remaining PL and/or COW identified at Sail Away are closed during Offshore Phase.
  • Assist reporting during all phases particularly the close-out report and lesson learn.


CONTEXT AND ENVIRONMENT

  • Major Projects involve the development of new offshore platforms bridge linked to the existing facilities,
    installation of subsea pipelines and debottlenecking of the produced water treatment, all these activities could be executed across several international sites. Projects will require complex interfaces with other  entities of the company.
  • This position is based in QINGDAO CHINA at EPCIC11 Contractor yard with possibility of multiple worldwide missions to Major Projects premises and follow the offshore phase in Qatar.


QUALIFICATIONS & EXPERIENCE REQUIRED

  • Education to HND/BTS level or COMPANY approved equivalent in engineering discipline.
  • Familiar with piping Hydrotesting /GALT/ leak testing and E&I&T pre-com activities
  • Professional Experience (number of years): 15.
  • Experience within project: (number of years): 10.
  • Large experience on similar activities at equivalent position.
  • Preferable to have worked with NOC and/or TotalEnergies standards, EDMS system, with relevant codes and
    standards
  • Pre-Commissioning experience is required on topsides EPCIC Project and practical knowledge of applicable Oil and Gas Industry International codes/standards such as EN, ISO, ASTM, NACE and SSPC.
  • Experience on construction yard and Offshore Hook-Up is required.
  • Ability to work on projects in a complex and multicultural environment.
  • English is a must and Mandarin language is an advantage,
  • Good leadership / good communication / Good analytical Skills,
  • Very good knowledge in ICAPS & DCC softwares.
  • H2S OPITO and T-BOSIET trainings.
  • Skilled in MS programs, database management, spreadsheets, and e-mail communications.
