Position Overview:
We are seeking an experienced Senior Project Manager to lead and deliver complex ICT projects within dynamic and multifaceted environments, preferably within the government or health sectors. The successful candidate will be responsible for the end-to-end management of projects, ensuring they are delivered on time, within scope, and on budget, while effectively coordinating cross-functional teams and engaging senior stakeholders.

Key Responsibilities:

  • Lead and manage ICT projects from initiation through to operational support handover, ensuring adherence to project objectives and timelines.
  • Develop, implement, and monitor project plans using formal project management methodologies (PRINCE2 or PMBOK).
  • Apply Agile Scrum principles to manage software development projects, including facilitation of sprint planning, reviews, and retrospectives.
  • Control project scope and manage changes proactively, maintaining strong communication with stakeholders, especially Product Owners.
  • Manage and coordinate multi-disciplinary teams including Business Analysis, Architecture (Solution, Security, Data, Infrastructure), Development, and Testing.
  • Deliver projects involving software development and Commercial Off-The-Shelf (COTS) implementations.
  • Manage project finances, including forecasting, budgeting, and ensuring projects are delivered within approved budgets.
  • Report to Steering Committees and senior executive management, providing clear, concise updates and managing expectations.
  • Foster a practical and workable approach to project delivery, balancing strategic objectives with operational realities.
  • (Desirable) Apply knowledge and experience within the health sector to tailor project management practices accordingly.

Selection Criteria

  • Supplier key personnel should have experience working within complex ICT environments (preferably within the government sector) and reporting to Steering Committees at senior management and exec levels.
  • Supplier key personnel should have formal project management methodology experience required - either PRINCE2 or PMBOK.
  • Supplier key personnel should have proven agile PM/scrum master experience under the Agile SCRUM methodology, including the running of sprint planning, review and retrospective sessions, controlling scope changes, liaising with various stakeholders (especially Product Owners) on their attendance and commitment to projects.
  • Supplier key personnel should have experience managing the full project life cycle from planning through to operational support handover.
  • Supplier key personnel should have experience managing multi-functional teams across Business Analysis, Architecture (Solution, Security, Data, Infrastructure), Development, and Testing.
  • Supplier key personnel should have extensive experience in managing software development and or COTS implementation.
  • Supplier key personnel should have hands-on experience in managing finance/forecast and delivering projects to the approved budget.
