About the Role
As a Digital Business Analyst, you will play a key role in driving digital transformation efforts. Working closely with the Chief Information Officer and cross-functional teams including fellow business analysts, project / product managers, solution architects, and technical / security consultants you will deliver innovative digital solutions and provide critical support for ongoing business operations.
This role involves not only supporting new digital initiatives but also providing business and operational support for existing systems, requiring active collaboration with business stakeholders and across other industry professionals, system vendors, interface partners and helpdesk teams.
You are a proactive, self-motivated team player with a strong grasp of digital technologies and government compliance requirements. You're comfortable juggling multiple responsibilities and committed to delivering secure, user-centric solutions that serve both agency goals and broader public needs.
Key Responsibilities
- Partner with business teams to elicit citizen, business, and agency needs through human-centric and visual methods.
- Apply Design Thinking and Service Design methodologies to identify pain points and design future-state solutions.
- Evaluate and recommend appropriate technologies in line with BCAs digital direction (e.g. cloud adoption, legacy modernization, SG Tech Stack).
- Ensure alignment with policies, including digital, security, and compliance requirements.
- Support the business and operational needs of existing systems, including handling issues and enhancements.
- Liaise with internal business stakeholders, other government agencies/ministries, and qualified industry professionals.
- Work closely with system vendors, interface partners and helpdesk teams to identify, troubleshoot, and resolve system-related issues.
- Recommend suitable development and delivery models (Outsourced, Co-sourced, or In-house).
- Collaborate with project teams to define user stories, technical specifications, and acceptance criteria.
- Ensure solutions are deployment-ready and support smooth adoption and maintenance.
- Analyse the impact of change requests and propose improvements to meet evolving business needs.
- Assist the CIO in identifying new digital opportunities and transformation initiatives.
- Build deep domain knowledge of operations to identify and champion digital innovation and operational efficiency.
Requirements
- A degree in Computer Science, Information Technology, Computer/Electronics Engineering, or a related field.
- Minimum 5 years of experience in a similar role; experience in consulting, software development, or digital design is a plus.
- Proven track record in Agile and product-centric project environments.
- Experience in supporting and managing existing enterprise systems, including liaising with vendors / partners, helpdesks, and multi-agency stakeholders.
- Working knowledge of AI tools and concepts is a strong advantage.
- Strong analytical, facilitation, and problem-solving skills, particularly in discovery and prototyping.
- Excellent stakeholder engagement and communication skills, with the ability to influence and pitch ideas.
- Self-motivated, adaptable, and eager to continuously learn and improve.
