Role Overview

As a Data Engineer in the Chief Data Officers Office, youll play a pivotal role in driving technical leadership, operational excellence and service delivery enhancement. You will be instrumental in building scalable, secure, and high-quality data infrastructure that supports mission to deliver impactful health programmes and insights.

What Youll Do

Operational Excellence and Process Optimization

  • Design and implement automated data pipelines for processing lifestyle big data (physical activity, sleep, food, smoking) with 99.9% reliability.
  • Establish real-time monitoring systems and automated health check reports with quarterly updates.
  • Implement robust data access controls and monitoring systems to ensure secure data operations.

Technical Leadership and Quality Assurance

  • Architect scalable solutions for managing data requests and develop incremental load strategies with data lineage tracking.
  • Collaborate with the Data Quality Assurance team to implement automated testing and validation frameworks.
  • Ensure accuracy in data delivery and compliance with data governance standards.
  • Provide process improvement recommendations to drive reduction in data service incidents.

Service Delivery Enhancement

  • Develop standardized frameworks for evaluating and fulfilling data requests, reducing processing time.
  • Lead first-level (L1) triage operations and establish clear escalation pathways for complex issues.
  • Create and maintain comprehensive documentation and knowledge management systems.
  • Achieve stakeholder satisfaction in data service delivery and conduct quarterly service reviews.

Qualifications

  • Relevant work experience in data integration, analytics, statistics or public health.
  • Minimally 5 years of experience in data modelling and engineering, systems implementation, service operations or equivalent roles at Senior Consultant level.
  • Must be proficient in Python and possess adeptness with large-scale datasets.
  • Strong stakeholder engagement skills coupled with strong process-oriented qualities and the ability to quickly grasp business requirements.
  • Problem-solving mindset and adaptability in a fast-paced environment.
  • Bachelor or Masters degree in Computer Science, Engineering or Information Systems with major / project experience in data science and/or business analytics from a recognized university.
  • Professional certifications in data science and business analytics from accredited professional bodies coupled with a few years of related working experience for graduates from other disciplines is also acceptable for the position.
