Key Responsibilities

Digital Strategy & Roadmap

  • Maintain and continuously refine enterprise digital transformation roadmap.
  • Ensure digital initiatives are aligned with organisational priorities, Whole-of-Government (WOG) directions and technology stack strategies.
  • Work with business and technology stakeholders to identify, prioritise and sequence digital transformation opportunities.
  • Translate strategic priorities into clear initiatives, milestones and measurable outcomes.

Business Analysis & Business Case Development

  • Work with Business Stack Owners, Digital Technology teams and strategic partners to develop and evaluate business cases for digital initiatives.
  • Define business problems, requirements, expected outcomes and value hypotheses.
  • Analyse business processes and identify opportunities for digitalisation, optimisation and technology-enabled transformation.
  • Translate technology capabilities and constraints into clear, business-focused recommendations.

Portfolio & Value Management

  • Track OKRs, business value, adoption, budgets, resource requirements and delivery outcomes across digital initiatives.
  • Monitor value realisation and assess whether digital investments are achieving their intended business outcomes.
  • Identify overlaps, dependencies and potential duplication across technology stacks and digital programmes.
  • Develop dashboards and management reporting to provide visibility into portfolio performance and digital transformation progress.

Technology & Innovation Scanning

  • Monitor emerging technologies, industry trends and digital best practices.
  • Assess their potential relevance and business value to the organisation. 
  • Translate emerging technology opportunities into practical and prioritised recommendations for business and technology stakeholders.

Executive & Stakeholder Engagement

  • Prepare management dashboards, steering committee materials, executive presentations, options papers and decision papers.
  • Facilitate discussions between business and technology stakeholders to support decision-making and alignment.
  • Track decisions, actions and follow-up items from management and steering forums.
  • Communicate complex technology topics and trade-offs clearly to senior management and non-technical stakeholders.

Requirements

  • 3–5 years of relevant experience as a Business Analyst, Digital Transformation Analyst, Strategy Analyst or similar role within a technology-driven environment.
  • Good understanding of business processes, IT delivery models, digital platforms, infrastructure and data ecosystems.
  • Experience supporting digital transformation programmes, technology initiatives or enterprise-level projects.
  • Strong ability to translate business requirements and technology constraints into clear, actionable recommendations.
  • Strong analytical and structured problem-solving skills.
  • Experience with data analysis, benefits tracking, KPI/OKR monitoring and dashboarding.
  • Strong stakeholder management, workshop facilitation and communication skills.
  • Ability to prepare clear and concise presentations and recommendations for senior management.
  • Comfortable working across both business and technology teams in a collaborative environment.

Preferred Skills

  • Background in Business, Finance, Business Analytics, Information Systems or a related discipline.
  • Experience in digital strategy, portfolio management or enterprise transformation.
  • Experience developing business cases, cost-benefit analyses and value-realisation frameworks.
  • Experience with dashboarding and visualisation tools such as Power BI, Tableau or equivalent.
  • Knowledge of change management and digital adoption practices.
  • Familiarity with Singapore public-sector technology environments or Whole-of-Government (WOG) digital initiatives would be advantageous.
