  • Strategic Project Leadership
  • Lead cross-functional teams to deliver complex ICT projects on time and within budget
  • Develop and maintain comprehensive project plans, ensuring alignment with business objectives
  • Establish and monitor project KPIs, providing regular performance reports to management
  • Proactively identify and mitigate project risks, implementing effective control measures
  • Oversee multiple vendor relationships and external ICT service providers


  • Operational Excellence
  • Drive seamless business operations across departments through effective IT service delivery
  • Ensure strict adherence to Service Level Agreements for both projects and incidents
  • Evaluate and assess change requests for system enhancements and improvements
  • Monitor and optimise operational performance through data-driven metrics
  • Manage daily IT operations, swiftly resolving application, infrastructure, and security issues


  • Technical Delivery & Quality Assurance
  • Spearhead requirement gathering sessions and documentation
  • Review and approve key project deliverables including functional specifications, test plans, and technical documentation
  • Plan and oversee User Acceptance Testing processes
  • Ensure all solutions comply with IT management policies, quality standards, and security guidelines


  • Stakeholder Management
  • Coordinate effectively with cross-functional teams (i.e. application/infrastructure teams)
  • Facilitate training sessions and system implementation
  • Build strong relationships with business units to understand and meet their IT needs
  • Provide regular updates to management on project status and operational metrics through different forums (i.e. Project Steering Committee meetings etc.)
  • Foster collaborative environment that promotes team success

Requirements:

  • Tertiary education in Computer/Computer Science or Electronics Engineering or Information Technology or equivalent.
  • Project Management Certification or equivalent
  • Proven track record managing at least 2 full-cycle projects using Agile/Waterfall methodologies
    • Relevant experience in web development projects and daily IT operations
    • Strong background in .NET or J2EE applications
    • Demonstrated expertise in enterprise IT governance and security frameworks
    • Experience troubleshooting complex application, infrastructure, and security challenges, particularly in Singapore government settings
    • Sharp analytical mind with problem-solving abilities
    • Strategic thinker who can both see the big picture and dive deep into technical details
    • Proven ability to understand and translate complex business requirements into actionable solutions
    • Track record of building and leading high-performing teams
    • Outstanding stakeholder management skills with experience influencing at all levels
    • Results-driven approach with strong customer focus
    • Excellent interpersonal skills with proven ability to work effectively in team environments
    • Excellent communication skills, both written and verbal
    • Experience in government sector
