We are looking for a Senior Business Analyst (BA) with strong experience in digital product delivery.

The ideal candidate has over 7 years of BA experience, with proven expertise in Customer Management Systems (CMS) particularly platforms serving members of the public and thrives in an Agile development environment. This is a client-facing role that involves working closely with agency stakeholders, product managers, solution architects, and delivery teams to define and drive high-impact digital solutions.

Key Responsibilities

  • Engage with stakeholders, end-users, and delivery teams to elicit, analyse, and document business requirements, functional specifications, and user stories.
  • Understand and translate public-facing service journeys into clear business and system requirements for Customer Management Systems.
  • Lead and facilitate workshops, requirement walkthroughs, and UAT sessions, ensuring stakeholder alignment and solution clarity.
  • Collaborate closely with product owners and Agile teams to prioritise backlogs, manage scope, and ensure timely delivery of features.
  • Contribute to solution fit-gap analysis, ensuring alignment with digital standards, IM8 and PDPA, cloud frameworks where applicable.
  • Ensure requirements traceability throughout the SDLC and support testing teams to validate that solutions meet defined business needs.
  • Participate in release planning, sprint reviews, and retrospectives to continuously improve BA practices and product outcomes.

Requirements

  • 7+ years of experience as a Business Analyst, preferably in large-scale digital transformation or projects.
  • Strong experience with Customer Management Systems where the end users are members of the public (e.g., citizen engagement platforms, CRM portals, self-service applications).
  • Hands-on experience working in Agile environments (Scrum / Kanban), including backlog grooming, sprint planning, and iterative delivery.
  • Proven ability to work effectively with cross-functional teams including product managers, UX designers, architects, and developers.
  • Excellent communication, stakeholder engagement, and facilitation skills, with experience interacting with agency stakeholders at multiple levels.
  • Strong analytical and problem-solving abilities, with attention to detail and documentation rigour.
  • Familiarity with Digital Products, Commercial Cloud, IM8 guidelines, and Singapore public sector technology frameworks.
  • Experience supporting productization of solutions or transformation from legacy to modern platforms.
  • Relevant certifications (e.g., Certified Scrum Product Owner, CBAP, Agile BA certifications).
