Responsibilities

Management of ICT Application Contract and Operating Budget
Manage ICT application contracts to ensure vendors meet contractual obligations. Track project expenditure and ensure alignment with agreed budget utilisation. Provide administrative support across ICT procurement activities, including budget requests, tender/RFQ/SVP processes, evaluation and award, purchase requisitions/orders, goods receipt, and invoice verification.

Manage and monitor defects, issues, and incidents for IT applications and services to meet agreed service level agreements. Develop and improve processes and procedures for incident management, escalation, and system monitoring. Provide application support across all stages of the IT application lifecycle.

Management of ICT Application Security and Compliance
Ensure compliance with application architecture standards, agency IT policies, and Government IM8 policies related to ICT application services. Ensure timely application of security patches in accordance with IM8 requirements. Perform user access provisioning and control, including periodic access and log reviews.

Facilitate and support IT audit activities with relevant stakeholders. Manage and support ad-hoc security scans, patching, and other security-related activities when required.

IT Operations Support
Resolve escalated IT cases accurately and in a timely manner. Collate and report IT application and operations statistics. Manage and track IT change management activities. Ensure compliance with IT operational tasks and activities in accordance with policies and standard operating procedures.

Undertake ad-hoc IT operational assignments arising from projects or day-to-day operations. Provide secretariat support for meetings and forums.

Requirements

  • At least 7 years of relevant experience in IT project management. Knowledge of IT security and infrastructure design and implementation. 
  • Familiarity with software development methodologies and tools such as Microsoft Office and .NET framework is preferred. 
  • Experience in delivering and operating Government IT projects is an advantage.
  • Able to manage project budgets, handle change requests, and ensure delivery within financial constraints.
  • Strong ability to identify, assess, and mitigate risks to minimise impact on project outcomes.
  • Capable of developing and executing operational strategies to ensure system reliability and availability.
  • Good understanding of IT management and quality policies to ensure adherence to standards and guidelines.
  • Strong written and verbal communication skills to effectively engage stakeholders.
