Job Description:
Foreground is partnering with a prominent infrastructure investment and development group in the Kingdom of Saudi Arabia to identify a seasoned Chief Financial Officer to lead the full financial function of a Special Purpose Vehicle (SPV) established to deliver a major capital project. The appointed CFO will report directly to the CEO and Board of Directors, acting as the financial steward of the entity and a strategic business partner to its stakeholders.
The role is positioned at the heart of a complex multi-stakeholder project, with a mandate to oversee the full finance lifecycle from capital structuring to reporting, compliance, and long-term financial performance. The ideal candidate brings a strong foundation in project finance, SPV governance, and financial leadership within capital-intensive sectors such as infrastructure, energy, or construction.
Key Responsibilities
Strategic Financial Leadership
- Define and implement the SPVs financial strategy, ensuring full alignment with project objectives and partner expectations.
- Serve as the principal financial advisor to the CEO and Board, providing insights into investment decisions, risk exposures, and commercial strategy.
- Support strategic negotiations with banks, institutional investors, and financial sponsors.
Project Financing & Capital Structuring
- Lead the structuring and securing of financing packages, including debt, equity, export credit arrangements, and government guarantees.
- Ensure full compliance with financing agreements, covenants, and lender reporting requirements.
- Act as the primary liaison with financial institutions and funding partners.
Financial Planning, Analysis & Reporting
- Oversee the preparation of robust financial models, forecasts, and multi-year business plans.
- Lead the budgeting process and implement controls to ensure accurate financial planning and execution.
- Monitor key financial metrics and operational KPIs to inform decision-making and improve performance outcomes.
- Prepare and present timely, accurate financial reports to internal and external stakeholders, including regulatory authorities.
Governance, Compliance & Risk Management
- Establish and maintain financial controls, policies, and procedures that ensure fiscal integrity and transparency.
- Lead audits and ensure compliance with local and international financial reporting standards.
- Identify financial risks and implement mitigation strategies across project phases.
Board & Stakeholder Engagement
- Represent the SPV in Board meetings, partner briefings, and financial reviews.
- Manage relationships with auditors, legal advisors, regulators, and external stakeholders.
- Drive alignment between SPV operations and partner/shareholder expectations.
Leadership & Team Development
- Build and lead a high-performing finance team aligned with the long-term needs of the SPV.
- Foster a culture of accountability, integrity, and operational excellence.
Candidate Profile
Education & Credentials
- Bachelors degree in Finance, Accounting, Business Administration, or related discipline.
- MBA, CPA, CFA, or an equivalent professional certification is highly preferred.
Experience & Sector Exposure
- Minimum 10 years of experience in senior finance leadership roles.
- Proven experience managing the financial function of large-scale SPVs or capital projects, ideally in infrastructure, real estate development, or industrial construction.
- Deep understanding of project finance, joint ventures, investment structuring, and multi-party governance.
