Role Overview

Digital Shared Services, a Shared Health service, is seeking an experienced Business Analyst to support the transformation of healthcare delivery across the province through the effective use of information and communication technology (ICT).

This role focuses on improving and enabling efficient, standardized information management and digital processes across the provincial health sector. The successful candidate will work closely with stakeholders, leadership teams, and multidisciplinary project groups to design and implement future-state service delivery models.

Work Arrangement

  • Location: Remote (within Canada only)
  • Engagement Type: Full-time (1 resource)

Privacy Requirements

Under this engagement, the resource:

  • Will not have custody or control of Personal Health Information (PHI)
  • Will not perform the role of an Information Manager as defined under The Personal Health Information Act (Manitoba)

Key Responsibilities

  • Conduct comprehensive business analysis to support large-scale healthcare transformation initiatives
  • Develop current and future-state operating models for healthcare service delivery
  • Perform gap analyses and create actionable transition plans
  • Facilitate stakeholder workshops, interviews, and consultations with clinical and executive teams
  • Synthesize complex data and stakeholder input into clear recommendations for decision-making
  • Lead and mentor teams of business analysts in multi-project environments
  • Oversee the development of:
    • Business cases and financial models
    • Organizational design frameworks
    • Process maps and value stream analyses
  • Support organizational change initiatives, including readiness assessments and implementation strategies
  • Collaborate with leadership to redesign healthcare administrative and clinical service delivery models
  • Define performance indicators and evaluation frameworks for solution options

Mandatory Certifications (Required – Pass/Fail)

  • ITIL Certification in Service Management
  • PRINCE2 (Foundation or Practitioner) Certification
  • Prosci Organizational Change Management Certification

Proof of certification must be provided.

Education

  • Degree or certification in Business Analysis, Information Technology, Health Administration, or a related field
  • Supporting documentation must be included with the application

Required Skills & Experience

Business Analysis Expertise (10+ years)

  • Extensive experience in business analysis, including:
    • Operational service delivery modeling
    • Data synthesis and reporting to executive stakeholders
    • Gap analysis and transition planning
  • Demonstrated experience across multiple projects totaling at least 10 years

Leadership & Team Management (5+ years)

  • Experience leading teams of business analysts or consultants in large transformation programs
  • Responsibilities include:
    • Work planning and coordination
    • Quality assurance of deliverables
    • Coaching and mentoring team members
  • Experience in:
    • Target operating model design
    • Organizational and process design
    • Business case development and financial modeling

Business Architecture & Strategic Modeling (5+ years)

  • Hands-on experience in:
    • Complex business architecture
    • Stakeholder facilitation at executive levels
    • Developing future-state models and transition strategies

Facilitation & Organizational Redesign (5+ years)

  • Proven ability to:
    • Lead workshops and capability assessments
    • Develop and present recommendations
    • Secure approvals from senior leadership

Healthcare Transformation Experience (6+ years)

  • Experience implementing change within healthcare environments
  • Includes:
    • Service delivery assessments
    • Supporting transformation initiatives
    • Experience with:
      • Sunrise Altera EPR implementations
      • Chart Tracking Application implementations

Business Case Development (5+ years)

  • Experience:
    • Creating business cases for new initiatives
    • Defining evaluation metrics and decision frameworks

Healthcare Service Redesign (3+ years)

  • Strategic analysis and redesign of healthcare administration and services
  • Experience working with clinical stakeholders
  • Exposure to:
    • Pyxis upgrades
    • GE Pharmacy Centricity implementations
