Position Overview

Shared Health is seeking an experienced Project Manager to support the Digital Shared Services initiative within Digital Health. The successful candidate will lead the planning, coordination, implementation, and delivery of complex technology initiatives supporting healthcare transformation across Manitoba.

Digital Health facilitates the improvement and enablement of healthcare delivery transformation through information and communication technology. The Project Manager will contribute to the delivery of efficient, effective, and sustainable information management and technology services across the provincial health sector.

This role requires a highly experienced technology Project Manager with demonstrated expertise in large-scale wireless and network deployments, healthcare infrastructure, telecommunications, decision support systems, Citrix, and IT service transformation.

Key Responsibilities

The Project Manager will be responsible for:

  • Leading complex, multi-disciplinary IT and digital health projects from initiation through implementation and closeout.
  • Developing and maintaining comprehensive project plans, schedules, budgets, milestones, risks, issues, dependencies, and deliverables.
  • Managing large-scale Wi-Fi deployments, including projects involving 500+ wireless access points.
  • Planning and implementing WAN and LAN infrastructure across complex enterprise environments.
  • Managing network infrastructure deployments supporting acute care facilities and hospitals.
  • Leading enterprise telecommunications initiatives, including VoIP implementations.
  • Managing the planning and implementation of Decision Support Systems (DSS) utilizing Cognos.
  • Overseeing Citrix deployments and related end-user computing infrastructure.
  • Developing business cases, project plans, and implementation strategies supporting the transformation of IT service delivery.
  • Coordinating delivery across technical teams, business stakeholders, vendors, healthcare organizations, and other project partners.
  • Managing project risks, issues, assumptions, constraints, dependencies, and change requests.
  • Establishing project governance, reporting, communications, and escalation processes.
  • Monitoring project progress against approved scope, schedule, budget, quality, and expected outcomes.
  • Facilitating project meetings, steering committees, working groups, and stakeholder sessions.
  • Ensuring effective organizational change management and stakeholder adoption.
  • Applying IT service management and project management best practices.
  • Preparing status reports, executive briefings, decision documents, business cases, and other project documentation.
  • Supporting transition of implemented solutions into operational support and service management.
  • Ensuring project deliverables align with Shared Health and provincial healthcare technology standards and requirements.

Mandatory Certifications

Candidates must possess valid certifications in all three of the following areas:

  1. PRINCE2 Foundation/Practitioner or PMP
  2. PROSCI (ADKAR) Organizational Change Management
  3. ITIL (IT Service Management)

Proof of each certification must be provided as part of the application.

Required Education

Candidates should possess a relevant post-secondary degree, diploma, or equivalent education in a discipline such as:

  • Computer Science
  • Information Technology
  • Information Systems
  • Business Administration
  • Project Management
  • Engineering
  • A related discipline

Required Experience

The successful candidate must demonstrate the following experience:

1. Large-Scale Wi-Fi Deployments

  • Minimum 15 years of Project Management experience responsible for the planning and implementation of large-scale Wi-Fi deployments.
  • Experience should include deployments involving 500+ access points.
  • Must provide at least 3 project examples demonstrating a combined minimum of 15 years of relevant experience.
  • Examples should include project/work duration and the candidate's specific responsibilities.

2. WAN and LAN Implementations

  • Minimum 10 years of Project Management experience responsible for planning and implementing WAN and LAN environments.
  • Must provide at least 3 project examples totaling a minimum of 10 years.
  • At least one example must be within a clinical or healthcare setting.

3. Cognos Decision Support Systems

  • Minimum 5 years of Project Management experience responsible for planning and implementing Decision Support Systems using Cognos.
  • Must provide at least 2 examples totaling a minimum of 5 years of relevant experience.

4. Acute Care and Hospital Network Infrastructure

  • Minimum 5 years of Project Management experience overseeing deployment of network infrastructure supporting acute care facilities or hospitals.
  • Must provide at least 2 examples totaling a minimum of 5 years.

5. Enterprise Telecommunications and VoIP

  • Minimum 5 years of Project Management experience responsible for planning and implementing organization-wide telecommunications solutions.
  • Experience must include VoIP (Voice over Internet Protocol).
  • Must provide at least 1 example totaling a minimum of 5 years.

6. IT Service Delivery Transformation

  • Minimum 5 years of experience developing business cases and project plans supporting the transformation of an organization's IT service delivery.
  • Relevant experience should include delivery of services such as:
    • Telecommunications
    • Workstations
    • Network connectivity
    • Infrastructure services
    • Other comparable enterprise IT services
  • Must provide at least 2 examples totaling a minimum of 5 years.

7. Citrix Deployment

  • Minimum 5 years of Project Management experience directly responsible for Citrix deployments.
  • Must provide at least 1 example totaling a minimum of 5 years.

Work Environment

This is a full-time onsite position in Winnipeg, Manitoba, supporting Shared Health's Digital Shared Services initiative.

The successful resource will work collaboratively with Shared Health stakeholders, technical teams, healthcare organizations, vendors, and other project partners. The role may require additional hours beyond the standard 7.75-hour business day when project requirements change. Additional hours will not exceed 10% of the total RFR hours.

Personal Health Information

Based on the RFR requirements, the successful resource will not have custody or control of Personal Health Information and will not perform the services of an Information Manager as defined under The Personal Health Information Act (Manitoba).

Ideal Candidate Profile

The ideal candidate is a senior technology Project Manager with 15+ years of experience leading complex enterprise infrastructure and digital transformation initiatives, with particularly strong experience in healthcare IT, Wi-Fi, LAN/WAN, hospital network infrastructure, telecommunications/VoIP, Cognos, Citrix, and IT service transformation.

The candidate should be comfortable operating in a complex provincial healthcare environment, managing multiple stakeholders and vendors, and delivering large-scale technology initiatives within established governance, risk, change management, and IT service management frameworks.
