Project Manager – Digital Shared Services

Project Overview

Digital Health, a Shared Health service, is responsible for facilitating the improvement and enablement of healthcare delivery transformation through the effective use of information and communication technology. The Digital Shared Services project focuses on delivering efficient and effective information management and communication technology processes across Manitoba's provincial health sector.

The Project Manager will provide senior-level project leadership for complex digital health and technology initiatives, working closely with clinical and business stakeholders, internal delivery teams, vendors, and project governance bodies. The successful candidate will be responsible for planning, coordinating, implementing, and reporting on projects that support digital transformation within a healthcare environment.

Key Responsibilities

  • Lead the planning, execution, monitoring, control, and successful completion of complex information technology projects within a healthcare environment.
  • Develop and maintain comprehensive project plans, schedules, budgets, risks, issues, dependencies, and status reporting.
  • Provide regular project updates and recommendations to project steering committees, sponsors, senior management, and other governance bodies.
  • Coordinate internal delivery resources, vendor partners, clinical teams, business stakeholders, and technical teams to achieve project outcomes.
  • Lead projects involving Microsoft 365, Exchange Online, cloud-based collaboration services, and related digital workplace technologies.
  • Coordinate the migration from on-premises email services to Microsoft Exchange Online, including planning, readiness, implementation, testing, deployment, and transition activities.
  • Ensure software and technology solutions are safely implemented within clinical and business environments, with appropriate consideration for operational continuity and patient-care impacts.
  • Develop and oversee testing strategies, test plans, test execution, defect management, acceptance activities, and implementation readiness.
  • Lead organizational change management activities to ensure affected staff, clinical users, and business stakeholders are prepared for new technologies and processes.
  • Apply structured organizational change management methodologies, including Prosci/ADKAR, to support adoption and successful transition.
  • Identify and manage project risks, issues, assumptions, constraints, dependencies, and mitigation strategies.
  • Facilitate project meetings, workshops, working sessions, and stakeholder consultations.
  • Manage communications and stakeholder engagement throughout the project lifecycle.
  • Coordinate training, communications, readiness, and adoption activities associated with technology implementations.
  • Ensure project deliverables meet agreed scope, quality, schedule, and business requirements.
  • Support project governance, documentation, decision-making, and escalation processes.
  • Coordinate implementation and transition activities with operational teams to ensure sustainable adoption of delivered solutions.

Mandatory Qualifications

The successful candidate must possess:

  1. A valid Project Management Professional (PMP) certification.
  2. A valid Prosci (ADKAR) Organizational Change Management certification.

Proof of both certifications must be provided as part of the application.

Education

  • PRINCE2 Foundation or Practitioner certification is required/preferred for evaluation and will be considered an asset.
  • Relevant post-secondary education in information technology, computer science, business administration, project management, healthcare technology, or a related discipline is considered an asset.

Required Skills and Experience

Healthcare IT Project Management

  • Minimum 10 years of experience managing information technology projects in a healthcare environment.
  • Demonstrated experience reporting project progress to project steering committees and senior stakeholders.
  • Demonstrated experience managing the safe implementation of software solutions in clinical environments.
  • Candidates should be able to provide at least three project examples demonstrating a combined minimum of 10 years of relevant experience, including project title, duration, responsibilities, and specific accomplishments.

Digital Transformation & Stakeholder Coordination

  • Minimum 7 years of experience coordinating internal delivery staff, vendor partners, and customer stakeholders to successfully deliver project outcomes.
  • Demonstrated experience delivering digital business transformation initiatives in a healthcare environment.
  • Strong ability to coordinate multidisciplinary teams across clinical, business, technical, and vendor organizations.
  • Candidates should be able to provide at least three project examples totaling a minimum of seven years, with specific details of work performed.

Microsoft 365 & Exchange Online

  • Minimum 5 years of experience implementing or migrating organizations to Microsoft 365 and Exchange Online in a large acute-care healthcare or public-sector environment.
  • Experience coordinating implementations with clinical resources, business resources, technical teams, and management.
  • Demonstrated experience developing and executing organizational readiness, communications, training, and adoption activities.
  • Experience ensuring staff are adequately prepared to transition to new Microsoft 365 solutions.
  • Candidates should provide at least two project examples totaling a minimum of five years, including specific responsibilities and outcomes.

Microsoft 365 Testing & Exchange Online Migration

  • Minimum 5 years of experience directly testing or coordinating testing of Microsoft 365 products and services.
  • Demonstrated experience with Microsoft Exchange Online migrations/transitions from on-premises email services.
  • Experience coordinating system, integration, user acceptance, operational readiness, and/or deployment testing.
  • At least one example must be within a healthcare environment.
  • Candidates should provide at least two project examples totaling a minimum of five years.

Organizational Change Management

  • Minimum 5 years of experience applying a structured organizational change management methodology, such as Prosci/ADKAR, to technology and business transformation initiatives.
  • Demonstrated ability to develop and execute change management strategies and plans.
  • Experience with stakeholder analysis, change impact assessments, communications, training, adoption, readiness, resistance management, and transition planning.
  • Candidates should provide at least two project examples totaling a minimum of five years and identify the methodology applied.

Work Arrangement

This is a full-time remote engagement. All services must be performed remotely from within Canada. The successful resource must have the ability to collaborate effectively with provincial healthcare stakeholders, internal teams, vendors, and clinical/business resources in a distributed working environment.

Personal Health Information

The successful resource will not have custody or control of Personal Health Information (PHI) and will not perform the services of an Information Manager as defined under The Personal Health Information Act (PHIA) of Manitoba.

Ideal Candidate

The ideal candidate is a senior technology Project Manager with extensive experience delivering complex digital transformation initiatives in healthcare or large public-sector environments. They will combine strong project governance and delivery capabilities with hands-on experience in Microsoft 365 and Exchange Online migrations and a proven ability to lead organizational change.

The successful candidate will be comfortable working with clinical and business stakeholders, technical teams, vendors, and executive governance groups and will demonstrate a strong understanding of the operational, technical, and change-management considerations involved in implementing technology within a healthcare environment.
