Project Overview
Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across the provincial healthcare sector.
The Systems Analyst will support the analysis, design, integration, implementation, and optimization of clinical information systems and healthcare data solutions. The role requires extensive experience in healthcare system integrations, data modeling, patient demographic management, enterprise identity solutions, and large-scale clinical information system implementations.
Work Location
- Onsite work in Winnipeg, Manitoba is required for meetings, workshops, and project-related activities.
- Some services may be performed remotely within Canada.
- Services must not be performed remotely from outside of Canada.

Mandatory Qualifications
The successful candidate must possess:
Required Certifications
- Valid PRINCE2 Foundation or Practitioner Certification.
- Proof of certification must be provided.
Required Education
- Post-secondary degree in:
- Computer Science
- Software Development

- Management Information Systems
- Or a related discipline

Preferred Qualifications
Health Informatics Certification
- Valid Health Level Seven (HL7) International Certification.
- Experience working with healthcare interoperability standards and clinical data exchange frameworks.
Key Responsibilities
Systems Analysis and Design
- Analyze business, clinical, and technical requirements for healthcare information systems.
- Develop functional and technical specifications for system enhancements and integrations.
- Perform gap analysis and recommend solution designs aligned with organizational objectives.
- Collaborate with project teams, vendors, and stakeholders to ensure successful solution delivery.
Integration and Data Management
- Design and document system interfaces and integration specifications.
- Develop and support healthcare data migration strategies and conversion activities.
- Perform data mapping, transformation, validation, and reconciliation activities.
- Support interoperability initiatives utilizing healthcare standards and messaging protocols.
Clinical Information Systems Implementation
- Participate in the implementation and optimization of clinical information systems within healthcare environments.
- Support provincial-scale healthcare transformation initiatives and enterprise clinical system deployments.
- Analyze clinical workflows and recommend process improvements to support technology adoption.
- Assist with testing, validation, and deployment activities.
Altera Sunrise Environment Support
- Support patient demographic and visit data management within Altera Sunrise environments.
- Analyze and resolve patient identity, encounter, and data integrity issues.
- Develop and execute data consolidation and merge strategies.
- Ensure accuracy and consistency of patient records across integrated systems.
Data Modeling and Reporting
- Develop conceptual, logical, and physical data models.
- Design reporting structures and data repositories supporting operational and clinical reporting requirements.
- Manage confidential client and demographic data in compliance with healthcare privacy standards.
- Support master data management and data governance initiatives.
Enterprise Identity Management
- Design and support enterprise-level patient identification and identity management solutions.
- Assist with regional identifier consolidation initiatives.
- Develop strategies for patient matching, identity resolution, and record reconciliation.
- Support enterprise master patient index (EMPI) initiatives and related technologies.
Project Support and Documentation
- Participate in project planning, requirements gathering, solution design, testing, implementation, and post-implementation support.
- Prepare technical documentation, process flows, interface specifications, and data mapping documents.
- Provide status updates and recommendations to project leadership and stakeholders.
- Support issue resolution and risk management activities.
Required Skills and Experience
Systems and Integration Analysis
- Minimum 10 years of experience as a Systems Analyst or Integration Analyst in project environments.
- Extensive experience with:

Clinical Information Systems
- Minimum 10 years of experience supporting clinical information system implementations in healthcare environments.

Altera Sunrise Experience
- Minimum 7 years of experience merging patient demographic and visit data within Altera Sunrise environments.

Interface Design and Data Conversion
- Minimum 7 years of experience designing:
- System interfaces
- Data conversion processes
- Data migration solutions
- Reporting solutions
- Experience within healthcare settings is required.
Data Modeling
- Minimum 5 years of experience utilizing data modeling techniques involving confidential client, patient, or demographic information.
- Experience developing logical and physical data models supporting healthcare operations.
Enterprise Identity Solutions
- Minimum 3 years of experience designing enterprise-level identity solutions within healthcare environments.
- Experience consolidating regional identifiers and supporting enterprise patient identity management initiatives.
