Project Manager – Digital Shared Services

Project Overview

Digital Health, a Shared Health service, is focused on improving and enabling healthcare delivery transformation through the effective use of information and communication technology. The Digital Shared Services initiative supports the delivery of efficient, effective information management and technology processes across Manitoba's provincial health sector.

We are seeking an experienced Project Manager with a strong background in healthcare technology, enterprise transformation, program delivery, and senior stakeholder management. The successful candidate will lead complex technology and business transformation initiatives involving multidisciplinary teams, technology vendors, clinical stakeholders, executive leadership, and public-sector partners.

The Project Manager will provide strategic and operational leadership across the project lifecycle, including planning, governance, budgeting, resource management, risk management, procurement, implementation, and transition to operations.

Key Responsibilities

Project and Program Leadership

  • Lead complex technology, business, and process transformation initiatives from project initiation through implementation and transition.
  • Develop project charters, business cases, project plans, schedules, budgets, resource plans, governance structures, and implementation strategies.
  • Establish and maintain project governance, including steering committees, working groups, decision-making processes, and escalation mechanisms.
  • Manage project scope, timelines, deliverables, dependencies, risks, issues, assumptions, and constraints.
  • Establish appropriate project controls and reporting mechanisms to monitor performance and communicate project status.
  • Manage multiple concurrent workstreams and interdependencies across technology, business, clinical, and operational teams.
  • Ensure projects are delivered in accordance with organizational standards, policies, objectives, and governance requirements.

Senior Management & Team Leadership

  • Provide leadership and performance management accountability for direct reports and multidisciplinary project teams.
  • Establish clear objectives, accountabilities, performance expectations, and delivery priorities for team members.
  • Coordinate internal resources, external consultants, technology vendors, business stakeholders, and healthcare professionals.
  • Foster a collaborative and accountable team environment focused on successful project outcomes.
  • Identify resource requirements and optimize resource allocation throughout the project lifecycle.
  • Manage team performance, resolve conflicts, and address issues that may impact delivery.

Budget & Resource Management

  • Develop project and program budgets in collaboration with finance, business, and executive stakeholders.
  • Monitor project expenditures, forecasts, commitments, and financial performance.
  • Track costs against approved budgets and identify variances and corrective actions.
  • Manage resource assignments and capacity planning.
  • Ensure appropriate financial and resource controls are established and maintained.
  • Manage vendor and contractual deliverables where applicable.

Salesforce CRM Implementation

  • Lead and/or manage implementation initiatives involving the Salesforce CRM platform.
  • Coordinate Salesforce implementation activities across business, technical, integration, data, security, testing, and operational teams.
  • Manage requirements gathering, solution design, configuration, integration, testing, training, deployment, and transition activities.
  • Work with business stakeholders to align Salesforce capabilities with organizational processes and strategic objectives.
  • Manage implementation risks, dependencies, change impacts, and adoption activities.

IT Service Management (ITSM)

  • Lead or support the implementation of Information Technology Service Management (ITSM) systems and practices within a healthcare environment.
  • Coordinate ITSM process development and implementation across service management, technical, operational, and business teams.
  • Support the implementation and adoption of processes such as incident management, problem management, change management, request fulfillment, configuration management, and service reporting.
  • Ensure ITSM initiatives align with healthcare operational requirements and organizational service delivery objectives.
  • Coordinate stakeholder engagement, training, process adoption, testing, and transition to operational support.

Procurement & RFP Management

  • Lead the development and evaluation of Requests for Proposals (RFPs) for the selection of new IT solutions.
  • Develop procurement strategies, requirements, evaluation criteria, scoring methodologies, and supporting documentation.
  • Coordinate subject matter experts and stakeholders during RFP development and evaluation.
  • Facilitate vendor demonstrations, clarification processes, evaluations, negotiations, and recommendations.
  • Ensure procurement activities are transparent, objective, well documented, and aligned with applicable public-sector requirements.

Altera Sunrise Implementation

  • Lead or support implementation of the Altera Sunrise suite of products within an acute care healthcare environment.
  • Coordinate clinical, business, technical, vendor, and operational stakeholders throughout implementation.
  • Manage implementation planning, requirements, configuration, integration, testing, training, readiness, deployment, and stabilization.
  • Ensure implementation activities support clinical workflows, operational requirements, patient-care objectives, and organizational priorities.
  • Coordinate issue resolution and transition to operational support.

Executive & Stakeholder Engagement

  • Serve as a senior point of contact for executive leadership, project sponsors, clinical leaders, business stakeholders, technology teams, vendors, and external partners.
  • Prepare and deliver executive-level presentations, project status reports, recommendations, decision papers, and briefing materials.
  • Communicate complex technical and business information clearly to audiences with varying levels of technical expertise.
  • Develop effective communication and stakeholder engagement strategies.
  • Facilitate negotiations between stakeholders with competing priorities and objectives.
  • Build consensus and secure executive-level decisions and support.
  • Anticipate stakeholder concerns and proactively address communication and engagement needs.

Risk & Governance Management

  • Establish and maintain comprehensive risk and issue management processes.
  • Identify strategic, operational, technical, financial, clinical, and organizational risks.
  • Develop mitigation and contingency strategies and monitor their effectiveness.
  • Escalate significant risks and issues through appropriate governance channels.
  • Maintain project decision logs, action registers, dependency registers, and governance documentation.
  • Ensure project decisions are supported by appropriate analysis and stakeholder input.

Mandatory Qualification

  • Valid Project Management Professional (PMP) certification.
  • Proof of PMP certification must be provided as part of the application.

Required Experience

Senior Management & Multidisciplinary Leadership

  • Minimum 10 years of experience in senior management positions with performance-management accountability for direct reports.
  • Demonstrated experience leading multidisciplinary teams.
  • Experience establishing governance structures and managing organizational and project risk.
  • At least one example must demonstrate experience within the public sector.
  • Candidates should provide at least three project/work examples totaling a minimum of 10 years, including project title, duration, role, responsibilities, and specific achievements.

Project/Program Management

  • Minimum 8 years of experience as a Project Manager or Program Manager with responsibility for:

    • Budget creation and management
    • Cost tracking and forecasting
    • Resource assignment
    • Dependency and interdependency management
    • Technology transformation
    • Business transformation
    • Process transformation
  • At least one example must be within an acute care healthcare environment.
  • Candidates should provide at least three project examples totaling a minimum of eight years.

Salesforce CRM

  • Minimum 3 years of experience implementing the Salesforce CRM platform.
  • Experience managing Salesforce implementation projects involving requirements, configuration, integrations, testing, deployment, training, and adoption.
  • Candidates should provide at least two project examples totaling a minimum of three years.

IT Solution Procurement / RFP

  • Minimum 1 year of experience developing and evaluating RFPs for the selection of new IT solutions.
  • Experience developing requirements, evaluation criteria, procurement documentation, vendor evaluation processes, and recommendations.
  • Candidates should provide at least one project example demonstrating a minimum of one year of relevant experience.

Healthcare ITSM

  • Minimum 1 year of experience working in a project environment implementing IT Service Management systems and practices within a healthcare environment.
  • Experience with ITSM process implementation, service management technologies, stakeholder engagement, testing, training, and transition to operations.
  • Candidates should provide at least one project example demonstrating a minimum of one year of relevant experience.

Executive Leadership

  • Minimum 5 years of experience in a leadership role demonstrating superior communication, negotiation, presentation, planning, and strategic skills.
  • Demonstrated experience working directly with executive leadership teams.
  • Strong ability to communicate complex issues, facilitate executive decisions, negotiate competing priorities, and present strategic recommendations.
  • Candidates should provide at least two examples totaling a minimum of five years.
  • Examples should specifically describe communication, negotiation, and presentation strategies and styles used.

Altera Sunrise

  • Minimum 1 year of experience implementing the Altera Sunrise suite of products in an acute care environment.
  • Experience coordinating clinical, technical, business, vendor, and operational stakeholders during implementation.
  • Candidates should provide at least one project example demonstrating a minimum of one year of relevant experience.

Ideal Candidate Profile

The ideal candidate is a senior Project or Program Manager with extensive experience delivering complex technology and business transformation initiatives in healthcare and public-sector environments. They will have a demonstrated history of leading multidisciplinary teams, managing significant budgets and resources, establishing effective governance, and working directly with executive leadership.

The successful candidate will bring practical experience with Salesforce CRM, healthcare ITSM implementations, Altera Sunrise, and public-sector technology procurement, combined with strong strategic communication, negotiation, and stakeholder-management capabilities.

They should be equally comfortable operating at the strategic executive level and managing detailed project delivery activities, with the ability to translate organizational objectives into executable plans and successfully deliver complex transformation initiatives.

Work Arrangement

This is a full-time remote engagement. Services will be performed through remote access and must be performed from within Canada. The resource will collaborate with stakeholders, clinical teams, technical resources, vendors, and executive leadership across the provincial healthcare environment.

For this engagement, the resource will not have custody or control of Personal Health Information (PHI) and will not perform the services of an Information Manager as defined under The Personal Health Information Act (PHIA) of Manitoba.
