This role manages and directs the purchasing of all goods and services. The candidate will be responsible for identifying potential suppliers, interviews with potential vendors, negotiating agreements, and managing the group vendor listing. The role also needs to manage a team of purchasing officers across entities and assess the needs and requirements for each entity. The Procurement Manager needs to work closely with team members to ensure that the group spending is within the approved budget, guidelines, cost effective with high quality level goods and services.

Responsibilities:

  • To be the primary point of contact between the Company and its suppliers. This role needs to communicate with external partners and cross functional teams, as well as identify possible problems and resolve them in a timely manner.
  • Responsible for procuring products, identifies potential suppliers, screening, and negotiates favorable terms meanwhile balancing a budget and ensuring systematic procurement improvements.
  • To ensure the compliance of existing contracts and service levels.
  • Formalizing supply contracts with the aid of legal professionals and monitoring supplier performance to ensure contractual obligations are met.
  • Monitor and update relevant department regarding price fluctuations of goods and vendor pricing.
  • Manage an efficient flow of goods to ensure optimum production.
  • Managing and monitoring the supply procurement process is cost effective and efficient.
  • To develop and implement sourcing strategies, procurement, and process flow throughout the organization.
  • Analyze data to identify opportunities to reduce costs, negotiate and manage existing providers.
  • To provide reports on actual costs, negotiations opportunities and overall strategic plan for sourcing, logistics and returns of investment (ROI).
  • To have proper control on inventory. To analyze and propose an inventory management system for the company. To be involved in half yearly, group level stock counting process as an audit trail.
  • To maintain suppliers and customers database.
  • Identify and investigate alternative materials, suppliers and logistical opportunities providing improved timeliness, cost effectiveness and commercial advantage to the site.
  • Providing forecasted raw material prices as required and implement supply strategies from the output information to ensure least cost, continuous supply of all materials, consumables and services.
  • Assist as required with the certification/registration/licensing/audit/supplier evaluations and all company set up government related process.
  • Auditing suppliers as necessary to meet the sites certification standards and requirements.
  • Monitor material standards and ensure QC & QA requirements are met. Documentations required by QA etc.: COA, test analysis if and when required.
  • Undertake special projects as discussed and agreed from time to time accordingly.
  • To undertake purchasing specifications/SOPs/Procedures and document it for future references.
  • In charge of centralized PO for all projects, CAPEX, OPEX and Maintenance needs.
  • Supervising a team and delegating tasks across department when necessary.
  • Complete other duties as requested by the Management Team.

Qualifications:

  • Tertiary qualification: Suitable tertiary qualification in Procurement or Business Management.
  • Demonstrated abilities relating to procurement, supply negotiation and contract management, demand management, invoicing and stock control.
  • A high level of initiative, self-motivation and decision-making capacity.
  • Exposure to food safety principles across procurement activities including GMP, HACCP, ISO, GAP / BAP.
