Job Summary
The Contracts Engineer handles the process of bidding and awarding of the projects in assigned areas. Duties include preparing of bid documents, evaluating and endorsing tenders. He/she evaluates change orders, repair works and cost estimates (if needed). He/she is responsible for monitoring OTC of assigned projects to ensure projects are awarded on time.Duties and Responsibilities
1. Pre - Construction Phase
• Conducts
Pre-Bid Meetings
• Attend
Site Inspections
• Assist in
the Preparation of Control Estimates as needed per package
• Lead the
Preparation of Bid Documents for Bidding (Invitation to Bid, Bid Annexes,
Queries, Bid Bulletins)
• Tabulation
and Evaluation of Bids (Post Bid Clarification Meetings)
• Award/
Contract Documentation
• Updates
Procurement Monitoring or Similar Monitoring of Projects Being Handles (OKR
Regular Updating)
2. Construction Phase
• Evaluation
and Validation of Change Orders/Extra Work (including Reconciliation Process)
• Process
Contract Billings for Timely Payment to Contractor through Approval in Sapphire
Billing Management System.
• Attend
Coordination Meetings
• Conduct
Final Inspections
3. Post Construction Phase
• Preparation
of Contract Closure Amendment
• Preparation
of Piece Meal Contracts and Award for
including Maintenance & Repair Works

Technical Competencies and Skills
