Job Summary
The Lead Project Engineer supervises multiple projects under Manna East, Teresa, Rizal. He ensures that housing units, amenities, land development, and other related works projects are done and delivered within schedule by contractors (DPI and Third Party Contractors), contract cost, acceptable workmanship and build quality, standard of health and safety, performs to suit required function, materials used are in compliance with the approved plans and specifications, and high levels of performance over the long term. Duties and responsibilities involve submission of reliable and accurate accomplishment reports, evaluation and preparation of certificate of payment of completed milestones, 100% billings, release of retentions and their requirements respectively for housing, amenities, land development and other related works.Duties and Responsibilities
1. Pre-Construction Phase
·
Prepare Site Verification Report
(SVR) to provide information to Business Units the lot boundaries, squatter
problems, source of basic utilities, area of topography, existing structures,
and other pertinent facts affecting lot conditions.
·
Prepare, fill-up, signs, seals building permit forms and other required documents, secure the files from Permits Department the DAR
clearance, permit to cut / ball-out trees, ECC, Development Permit, LLDA
certificate in order to ensure that the technical requirements of the project
are all met.
·
Secure approved SDP including
construction plans, specifications, and color scheme to double check the exact
location of housing units and amenities, and as reference for the actual
project implementation.
·
Participate in pre-bid conference
to provide information about the site rules and regulations, site procedures
and inspection requirements, water and power sources, access roads, LGU
requirements and assist bidders in ocular inspection to know the actual
condition of the project.
·
Conduct pre-construction meeting
with the contractors prior to issuance of Notice-to -Proceed to discuss and how
to implement the site rules and regulations, FLI systems and processes, and
review the approved construction plans and specifications.
·
Prepare Request-for-Payment for the
release of down payment of the contractors.
2. Construction Phase
·
Prepare Job Order request to Survey
Dept. for reference points layout to set out the exact location of housing unit
for construction and its concrete monuments.
·
Prepare Job Order request for the
land development of new projects to Survey Dept. for boundary relocation survey
of lot monuments, its vertical and horizontal controls to provide the property
line and elevations of the project to the contractor respectively.
·
Prepare PRS thru E-Proc for Owner
Supplied Materials (OSM).
·
Monitor the inventory and delivery
of OSM to ensure good quality and condition of delivered OSM at site, and
document properly all delivered OSM thru MRM/MIS, and transmit to Supply Chain
Management (SCM) on stipulated time.
·
Conduct daily inspection and monitoring
at site to ensure functionality of unit/project, quality of workmanship and
materials used in compliance with the approved plans and specifications.
·
Ensure that none of the provisions
of contract agreement is violated by the contractors and all construction works
in housing, amenities, and land development are within the construction period
and in accordance with approved construction plans and specifications,
establish construction standards, safety, and in respect to contract cost.
·
Prepare accurate Weekly
Accomplishment Report thru Smartsheet and HCOM to provide reliable and valid
progress reports to Management.
·
Participate in weekly Field
Coordination Meeting (FCM) to discuss and resolve issues.
·
Monitor status of permits, its
application and approval.
·
Evaluate accurately the completed
milestones, 100% billings for housing, amenities, and land development and
their requirements, and prepare Certificate of Payment thru Sapphire.
·
Conduct and witness all material
testing required for housing, amenities, and land development.
·
Conduct and witness all tests
including continuity, grounding, live and megger for electrical, pressure and
flow test for plumbing, and flood test for roof decks that are required prior,
during and after construction to ensure the functionality and high levels of
performance over the long term of housing unit or project.
·
Conduct and witness all tests
required for land development including FDT for compaction, hydro test and
disinfection for waterlines, and absorption test for drainage and sewer lines.
·
Coordinate and maintain beneficial
relationship with LGU and local residents.
3. Post-Construction Phase
·
Prepare & signs Certificate of
Completion forms (OP) and other required documents for submission to Permits
Department and monitor its application, and approval of Occupancy Permit.
·
Check the As-built plans submitted
by the contractor against the “Approved for Construction” plans to verify and
correct any discrepancies.
·
Prepare Document Metadata and
Transfer Form (DMTF) for housing, amenities, and land development.
·
Prepare snag lists to be rectified
by the contractor within the specified time prior to turn-over and acceptance
of the Security Agency and Subdivision Administrator/ SMT Specialist
·
Report all damages incurred at site
during natural calamities for Insurance claims.
·
Prepare budgetary cost estimate for
various repair works.
4. Others
·
Assist PAG-IBIG or Bank personnel
during inspection for loan takeout.
Assist and provide technical information to the appraiser of financing institutions during inspection.
Technical Competencies and Skills
• Licensed Civil Engineer • Computer Literate: Basic Knowledge on Autocad, MS Office, MS ExcelEducation, Trainings and Licenses Required
Preferably Licensed Civil Engineer
