Job Summary: The Contractors and Suppliers Payables Manager is responsible for approving Progress billings of contractors for housing, land developments and Medium Rise Buildings as well as Purchase Orders and Requests for Payment chargeable to project cost. He/She shall oversee that all disbursements related to project cost are in accordance to the set company policies and that contractors and suppliers are paid on time.

KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:

  • Ensure that all existing policies related to payment to contractors and suppliers are enforced.
  • Analyze the required documents and Approve Progress billings, Down Payments and LD Refunds of contractors for housing, land development and medium rise buildings. 
  • Evaluate the required attachments and Approve Requests for Payments for Consultancy, Non-Owner Supplied
  • Materials others expenses chargeable to project cost.
  • Assess and Approve the Analysis for Terminated Contracts.
  • Review and Approve the computed VAT and withholding tax per billing.
  • Check and Approve all check vouchers prepared by Contractors Billing Analyst and Suppliers Payable Staff.
  • Monitor the clean-up of different GL accounts assigned to Contractors and Suppliers Payable section and the implementation of required syntax for the recording of transactions in SAP.
  • Monitor and Implement the process flow for Sapphire system
  • Plan for manpower and re-assess existing processes for a more efficient process flow.
  • Responsible for other special projects.

Job Requirements:

  1. Graduate of Accountancy, CPA
  2. Proficient in MS Office applications, particularly EXCEL
  3. Knowledgeable in SAP
  4. Analytical, Detailed oriented, Has Good communication skills
  5. Possesses strong leadership skills
  6. Knowledgeable on relevant tax rulings on VAT and on Expanded Withholding Tax
  7. Willing to work for extended hours
  8. At least 3 years of experience in Accounting as Manager
