About the job Project Development Manager

The Senior Manager for Project Development takes the lead in developing business scenarios and in formulating strategic recommendation to Management on potential project opportunities. She/he supervises the conduct of financial modeling to determine financial viability of potential projects based on principals strategic directions, overall corporate goals, industry trends and acceptable industry assumptions.

Key Responsibilities:

· Lead in exploring potential project opportunities and develop business scenarios as well as formulate strategic recommendation to Management to provide support in decision making.

· Manage the team in undertaking pre-development activities related to projects such as undertaking of quantitative and qualitative assessment, conduct of due diligence and feasibility study, securing of national permits and ensuring project compliance in coordination with concerned functional groups and external consultants to assess project and investment viability

· Review and develop financial models for green-field projects and brown-field projects, service contract applications and competitive selection process for projects to determine overall financial viability

· Oversee tariff design formulation and validation of marketing offers during competitive selection process based on principals strategic directions, overall corporate goals, industry trends, acceptable industry assumptions

· Supervise the development of project profiles, business plans, information memorandum and correspondences required in securing government permits/endorsements and submission for investors and bank financing.

· Supervise the team in the conduct of market study, business strategy formulation and risk analysis

· Review reports and provide inputs in crafting justifications and basis of proposed rates which are subject for approval of the Energy Regulatory Commission

· Represent the company as expert witness in Energy Regulatory Commission (ERC) rate application cases

· Provide technical support and recommendation to the companys affiliates, retail electricity supply unit and potential contestable customers on energy-related concerns

· Provide required inputs in the preparation of presentation materials for the monthly executive committee meeting

· Oversee compliance of documentary and statistical requirements of specific oversight government agencies for power projects such as DOE and BOI

· Provide valuable inputs and participate in contract negotiation with developers, oversight agencies, consultants, customers and other stakeholders.

· Manage and monitor the departments annual plan and budget

· Manage the secretariat functions of the Management Committee and provide support in the strategic planning activities

· Assist the Vice President for Corporate Planning in driving special projects requested by Management

· Represent the group or support official(s) in conferences, meetings and dialogues with top officials from various government agencies

· Perform other functions related to project development/corporate planning as may be assigned from time to time

Qualifications:

· Bachelors Degree in Engineering/Business Economics or other related fields

· At least 5 years of work experience in the power industry with considerable knowledge in tariff design formulation, financial modeling, project valuation and permitting process

· Familiar with the regulatory framework and capable of providing rational analysis on industry trends and new policies

  • In-depth understanding of the power sector including project development activities, industry players, practices, strategies, rate structure, among others
  • Relevant supervisory experiences or has successfully completed further studies
