POSITION SUMMARY:

He/She will assist the Senior Facilities Engineer to manage the day-to-day operations of the Retail/Commercial Facilities. Ensure that all equipment and facilities exclusively used by the Commercial Spaces are 100% in good working condition by implementing timely and consistent preventive maintenance programs.

Duties and Responsibilities:

40% 1. Oversee implementation of effective & consistent building/equipment preventive maintenance programs.

  • To ensure reliable operations of the electro-mechanical equipment system exclusively used by the Commercial Spaces, physical appearance, safety & security of all facilities by conducting regular inspection.
  • Consistently implement preventive maintenance works & undertake corrective maintenance if necessary.
  • Ensure compliance with the 52-week PM schedules and ensure the use/implementation of Equipment PM forms/checklist.
  • Assist in gathering quotations and proposals from service contractors for bio-augmentation and kitchen exhaust cleaning programs and supervise any works undertaken by the contractor in connection therewith.
  • Manage equipment downtime from 0% - 3% only. Submit Equipment Uptime Monitoring Report to the QA team as scheduled.
  • Supervise, assess & evaluate performance of motorized multi-skilled technicians (MST) periodically or as needed and give recommendation to the Senior Facilities Engineer.
  • Monitor & maintain inventory of tools and engineering consumables. Ensure building has ample inventory by keeping stocks cards updated.
  • Assist Senior Facilities Engineer in preparing annual budget for all technical services and materials needed for the efficient operation of the project.
  • Prepare the daily/weekly maintenance report and appraises the Senior Facilities Engineer of the undertaking & problems of the Building Operation.
  • Oversee, supervise and facilitate activities for third party contractors for any repairs needed for the project.
  • Expeditiously response to tenant calls, give assessment to Senior Facilities Engineer for proper course of actions.
  • Generate performance evaluation of Service Providers.
  • To perform other tasks that may be assigned by the immediate superior.

2. Assist Senior Facilities Engineer in monitoring all safety programs to ensure safety of Tenants and the property.
10%

  • Assist Senior Facilities Engineer in coordinating and implementing Emergency Preparedness Drills and Annual Fire/Earthquake Drill. Act as the assistant Fire Brigade/Emergency Marshall.
  • Coordinate with the Condominium Corporation Building Manager and/or Building Engineer to ensure all the fire protection systems of the building are properly maintained and in good working conditions (Fire & Jockey Pumps, FDAS, Fire Alarm Control Panel).
  • Prevent exposure and decrease liability of Property Management (Pro-Excel) and Leasing Management (FAI/FLI) by adhering strictly to Company Safety Policy, Company Rules & Regulations.

3. Assist Senior Facilities Engineer in complying with all statutory and regulatory requirements.
10%

  • Assist Senior Facilities Engineer in liaising, securing renewal of the following permits and clearances:

o Fire Safety Inspection Certificate
o Certificate of Operation of the equipment exclusively used by the Commercial Tenants

4. Oversee all engineering and technical concerns of the project.
30%

  • Assist the Senior Facilities Engineer in procurement of necessary services and supplies by preparation of purchase requisition and/or sourcing of quotations for submission to the Project Development/Leasing Management (FAI/FLI).
  • Review billings of third-party contractors, prepare requests for payment of verified billings and forward the same to Project Development/Leasing Management (FAI/FLI) for payment processing.
  • Conduct initial review of tenant fit-out plans and endorse to QA team for vetting.
  • Monitor tenants fit-out and construction works and ensure that all design and construction guidelines are strictly followed. Provide project status reports to the Senior Facilities Engineer.
  • Assist the Project Development/Leasing Management (FAI/FLI) in the review and amendment of the House Rules and Regulations and Fit-out Guidelines.
  • Coordinate regularly with the concerned Condominium Corporation Building Manager and/or Building Engineer on matters concerning daily operations of the equipment of the Commercial Spaces common to the rest of the building.
  • Conduct daily readings of electric and water consumption of each tenant and submit the same to FLI/FAI accounting department on an agreed cut-off date for their billing to tenants.
  • Participate/Attend in the technical briefing, testing, and commissioning of building equipment (new projects), verification, and validation of work processes.
  • Update and maintain records or documentation (as-built plans, operation & maintenance manual, warranty certificates, of suppliers/contractors, equipment folders, etc.) of all equipment.
  • Ensure that all equipment records, service reports, and repairs are properly labeled and neatly filed in individual equipment folders.
  • Ensure the close-out of the technical audit findings of the QA team within the agreed turnaround time.
  • Evaluate and endorse Work Permit applications in MyHome App to the Senior Facilities Engineer.

5. Implement energy-conservation and cost-saving measures while monitoring utilities consumption of common areas.
10%

  • Assist Senior Facilities Engineer in coordinating & implementing energy conservation measures.
  • Ensure all common area utility consumptions are properly monitored and within budget.
  • Recommend and implement cost-cutting measures.

Education:

1.Graduate of Bachelor of Science in Electrical or Mechanical Engineering.
2. Graduate of a 4 years Course and/with Technical Education HVAC, Electrical,
Mechanical.
3. Licensed engineer is required.
