Summary of Duties and Responsibilities
The Requirements Analyst Junior will support the Defense Medical Modernization & Simulation Division Office (DMMSO), Defense Health Agency (DHA) by providing performing analysis to establish a baseline of existing Medical Modeling & Simulation (MM&S) requirements and capabilities as well as an inventory of Education and Training (E&T) MM&S products which include an assessment of the baseline in order to identify duplicate or underutilized products and make recommendations for MM&S product optimization.
Working Hours
The Requirements Junior Analyst's regular working hours are between 0600 and 1800 Eastern Time, with Core hours being 0900 to 1500 Eastern Time. The Requirements Junior Analyst will be required to work onsite at DHA Headquarters in Falls Church, VA, three (3) days a week, with the other days telework.
Qualifications
- Must have at least an Associate degree in Healthcare/Allied Health Sciences or Business Administration.
- Must have at least three (3) years of experience, and demonstrated basic understanding of DoD requirements systems, including Joint Capabilities Integration and Development System (JCIDS), the Special Operations Forces (SOF) Capability Integration and Development System (SOFCIDS), Services systems, and the Medical Modeling & Simulation (MM&S) Risk Management (RM) System.
- Knowledge of applicable policies, organization, and a high-level skill in using office automation tools, including data storage and retrieval, word processing, and graphics.
- Five (5) years of experience in the military healthcare environment.
- Must have at least five (5) years of experience working in project management, consultation, and data analysis.
- Must have at least five (5) years of planning, organizing, and supporting Medical Modeling & Simulation Operations.
Duties and Responsibilities
- Provide analyst using information from multiple sources; organize and maintain files of correspondence and records; follow-up on pending matters; act as a liaison to screen telephone calls, letters, and visitors, answer routine questions, and furnish information; schedule appointments, coordinate arrangements for meetings and conferences; answer routine correspondence not requiring the Chief, Defense Medical Modernization & Simulation Division Office (DMMSO) attention.
- Prepare special reports and gather and summarize data; organize and expedite workflow through DMMSO; and initiate follow-up action.
- Perform an analysis to establish a baseline of existing Medical Modeling & Simulation (MM&S) requirements and capabilities, as well as an inventory of Education and Training (E&T) MM&S products, which include an assessment of the baseline in order to identify duplicate or underutilized products and make recommendations for MM&S product optimization.
- Sustain the Military Health System (MHS) Requirements Risk Management Framework (RM) System Process for vetting MM&S requirements (and associated gaps and solutions).
- Receive, catalog, and track MM&S requirements requests from a shared service Customer and/or Sponsor (a Sponsor can be any MHS Component).
- Assist, as needed, the Sponsor and/or Customer with submission protocols of documents into the RM system process.
- Advise and support Customers in facilitating documentation through the RM system process for validation of submitted requests.
- Review the submission for completeness and correctness, assign preliminary designation for action, document, and recommend appropriate approval authority and/or level, and pass the submission to the Reviewing Committee or designated office within five (5) business days. If the submission is returned to the Sponsor and/or Customer, the review timeline will restart upon resubmission, getting another full five (5) days to evaluate the resubmitted document.
- Sustain the analysis based on the Concept of Operations (CONOPS), strategies, or other bases as to the validity and uniqueness of requirements and associated gaps, and to develop satisfactory, acceptable recommendations to mitigate those gaps. The outcome of this analysis process is a complaint in accordance with (IAW) Defense Medical Modernization & Simulation Division Office (DMMSO) processes and standards.
- Assist by coordinating with Sponsor and/or Customer on submissions to facilitate routing within DMMSO and the RM system process (example: Joint Capabilities Integration and Development System [JCIDS] or others).
- Keep constant communication and/or coordination with the sponsor and/or end user on review of activities such as document distribution, comment submission, comment resolution, and document refinement to account for relevant Community of Interest (COI) inputs into specific MM&S capability issues. Be responsible for maintaining a repository of documents, issues, and initiatives that have been reviewed within the DMMSO and RM system process.
- Be responsible for the generation of metrics related to the execution of the MM&S RM system process, especially process metrics tracked.
- Survey the Services for already established efforts and requests related to assessing the submitted request for training evaluation methods, cost-effectiveness of simulation efforts, and the effect of simulation on medical outcomes, trainee learning, and patient safety.
- Assist with funding analysis to support input to programming guidance and funding efforts once the request has been vetted.
