  • Period of Performance: Estimated 01 June 2026 to 30 May 2027 (with options)
  • Estimate Pay: $37.26 per hour

  • Paid Time Off per Year: Up to 80 hours per year, which starts accruing on the day of hire.

Summary of Services

The Medical Emergency Manager, Chemical, Biological, Radiological, & Nuclear will provide programmatic support to the Medical Counter–Chemical, Biological, Radiological, and Nuclear (MC‑CBRN) program within Headquarters, Air Education and Training Command (AETC)/Medical Readiness Division (SGX). This includes aligning all activities with established program goals, maintaining compliance with Department of the Air Force Instruction (DAFI) 41‑106, and ensuring readiness across the command. The role requires managing day‑to‑day MC‑CBRN operations, monitoring program performance, and serving as a subject‑matter expert for medical emergency management

Working Hours

The working hours will be Monday - Friday, 0730-1630, excluding Federal holidays and other designated non-duty days. However, if flextime or a compressed work schedule is in effect, work hours shall correspond with Government personnel duty hours. In the event that an occasional special project occurs, the Medical Emergency Manager shall be required to work beyond the normal duty hours stated herein if so directed by the Contracting Officer Representative (COR). If that should occur, the COR may alter the work schedule to accommodate the additional hours needed to accomplish the project.

Qualifications

  • Possess an active security clearance Tier 3 (T3), Secret, prior to award.
  • At least a Bachelor's Degree.
  • At least 3 years of experience in the emergency management medical field.
  • Experience as a senior enlisted or officer working as a Medical Readiness Officer, preferred.
  • Department of War experience or similar senior-level expertise in strategic planning, social marketing, program development, and evaluation.
  • Experience in the functional knowledge of workflow analysis, business process reengineering, and Advisory and Assistance (A&AS).
  • Experience in accomplishing multiple tasks (work, organizing, and time management) projects simultaneously.
  • Experience in current software programs: Microsoft Office, including Project, and Internet search browsers/tools.
  • Experience in medical Chemical Biological, Radiological, & Nuclear (CBRN) response, the National Incident Management System (NIMS), Hospital Incident Command System, and Homeland Security Exercise and Evaluation Program.
  • Complete and maintain the following Federal Emergency Management Agency Independent Study (IS) Courses within, and provide certificate of completion to the Contracting Officer Representative(COR), the past five years:
    • IS-100.c, Introduction to the Incident Command System.
    • IS-200.c, Basic Incident Command System for Initial Response.
    • IS-700.b, An Introduction to the National Incident Management System.
    • IS-800.c, National Response Framework: An Introduction.

Duties and Responsibilities

  • Coordinating with Air Force Medical Command (AFMEDCOM) and Air Combat Command (ACC) for Medical Counter-Chemical, Biological, Radiological & Nuclear (MC-CBRN) program requirements, issues, and consultative support.
  • Support day-to-day activities of the Medical Counter-Chemical, Biological, Radiological, & Nuclear (MC-CBRN) program and serve as a reach-back support to installation Medical Emergency Managers (MEMs).
  • Reviewing unit Medical Contingency Response Plans (MCRPs), prior to publication, to validate medical response capabilities and verify compliance with AF directives.
  • Collecting and evaluating MC-CBRN guidance change requests from subordinate units.
  • Maintaining situational awareness of subordinate Federal Coordinating Center capabilities by reviewing annual self-assessment checklists and exercise after-action reports.
  • Coordinating support for Federal Coordinating Center staff assistance visits and National Disaster Medical System (NDMS) bed availability reporting, as scheduled or requested.
  • Assist with the preparation and execution of the Home Station Medical Response (HSMR) annual budget for Wartime Medical Counter Measure Program Element Code (PEC) 28036F.
  • Attend and act as subject matter expert for Headquarters, Air Education and Training Command (AETC)/Medical Readiness Division (SGX) on the Home Station Medical Response Working Group (formerly Medical Preparedness and Response Working Group) to develop strategies, policies, and tactics, techniques, and procedures.
  • Provide home station medical response training support to installation MEMs.
  • Provide guidance on HSMR inventory to meet current mission requirements and project future sustainability needs.
  • Monitoring and assisting with medical exercise development, execution, and improvement planning.
  • Facilitate Public Health Emergency Management nominations.
