Type of Employment: Part-Time, 30 hours per week.

Estimate Pay: $20.46 – 25.55 per hour.

Paid Time Off: Up to 40 hours per year, which starts accruing on the day of hire.

Sick Leave per Year: Up to 56 hours per year, which starts occurring on the day of hire.

Paid Federal Holidays: Eleven (11) Paid Federal Holidays

Working Hours

The Phlebotomist will normally work Monday through Friday, 6:30 am to 3:00 pm, with a 30-minute unpaid lunch break. The Phlebotomist will not work more than 30 hours a week.

Summary of Duties

The Phlebotomist will provide Phlebotomy Services for the prison population at the Federal Correctional Institute-Cumberland, including, but is not limited to, the collection of blood and urine samples, the preparation and tracking of all laboratory samples, the biological specimen preparation and packaging for shipment, and the maintenance of laboratory logs and other records as necessary to comply with Clinical Laboratory Inspection Amendment (CLIA) guidelines.

Qualifications

  • Must have completed an accredited course in Laboratory Assistant, Emergency Medical Technician, or Phlebotomy training.
  • Must have a valid certificate to practice in the State of Maryland.
  • Experience with specimen collection, packaging, and shipment to referral laboratories, with knowledge of maintaining appropriate records, must be shown on the resume.
  • Must be Cardio-Pulmonary Resuscitation (CPR) certified either by the American Red Cross (ARC)or the American Heart Association (AHA).

Attire

The contractor is expected to wear professional clothing while on duty (scrub uniforms are approved). No khaki, orange, or green scrubs. The attire worn shall also be appropriate for the correctional environment in which the contract employee will be performing.

Duties and Responsibilities

  • Collection of blood and urine samples, preparation, and tracking of all laboratory samples.
  • Organize, schedule, and perform laboratory studies, specimen collection, and processing within the Health Service Unit, to include A&O in-processing, DNA per procedure, vaccine programs, and PPD updates.
  • Prepare biological specimen preparation and packaging for shipment to contract laboratories.
  • Maintain laboratory logs and other records as necessary to comply with Clinical Laboratory Inspection Amendment (CLIA) guidelines.
  • Assist the Physician, Physician Assistant, and/or Nurse with patient flow in a clinic setting by measuring the patients vital signs and weight and scanning laboratory results in the Bureau Electronic Medical Record (BEMR).
  • Prepare and ensure specimens are packed and transported according to the contract or BOP Reference Lab and document per Health Services Unit Laboratory Procedures.
  • Ensure that lab requests are completed properly and all reports are returned from the contract lab, the provider is notified, log results as received, follow up appropriately, and file results in the lab and medical record.
  • Acquire and maintain knowledge of the Health Services Manual and Unit Procedures necessary to accomplish the mission described herein, ensuring that the Laboratory Procedure Manual is updated accordingly.
  • Assist the Health Service Administrator (HSA) or his/her designee in the coordination of
  • BOP and Contract Reference Lab contact, CLIA re-certification, maintenance of equipment, and notification of needed supplies.
  • Assist the HSA and Clinical Director with writing and implementing policies that deal with the laboratory program.
  • Daily maintenance of laboratory equipment, notify the laboratory manager when the equipment requires professional maintenance or repair.
