Summary
Brazoria County seeks a qualified Salary Survey Consultant to analyze the County's step and grade compensation system and provide recommendations for improvements. The consultant will evaluate current job classifications, conduct a comprehensive total compensation survey, and develop a fair, equitable, and competitive compensation structure. The ideal candidate will demonstrate expertise in market analysis, classification systems, and salary benchmarking, specifically for government entities.
Mandatory Qualifications
- Bachelors degree in Human Resources, Business Administration, or a related field.
- Proven experience in conducting salary surveys and compensation analysis.
- Strong analytical and research skills.
- Excellent communication and presentation skills.
- Proficiency in data analysis tools and software.
- Knowledge of local, state, and federal compensation regulations.
- Experience working with public sector organizations is preferred.
- Proven expertise in evaluating pay scales, job descriptions, and market pay analysis for public sector organizations.
- Experience conducting job evaluation and classification studies for governmental entities.
- Familiarity with step and grade compensation systems, FLSA, EEOC guidelines, and public sector HR policies.

Highly Desired Qualifications:
- Master's degree in Human Resources or a related field.
- Certification in Compensation (CCP) or related credentials.
- Experience in evaluating pay scales, policies, job descriptions, and market pay analysis.
- Excellent communication and presentation skills to effectively convey findings and proposals.
- Ability to meet deadlines and maintain confidentiality throughout the engagement.
Duties/Responsibilities:
- Compensation Program Development:
- Analyze Brazoria County's current step and grade compensation system, encompassing 35 grades and approximately 1590 positions.
- Develop a fair and competitive compensation program benchmarked against comparable counties.
- Evaluate and recommend adjustments to pay grades, including consolidations, deletions, and spread modifications.
- Job Classification and Analysis:
- Review and enhance the classification system to align with EEOC guidelines.
- Establish job family groupings based on similar skills, qualifications, and responsibilities.
- Assess exempt and non-exempt status assignments in accordance with the FLSA.
- Salary and Market Study:
- Conduct a comprehensive total compensation survey using job titles, duties, and responsibilities.
- Assign salary ranges reflecting market study results and provide detailed methodology.
- Identify and propose solutions for pay compression issues.
- Policy and Procedure Development:
- Propose policies for promotions, demotions, lateral moves, and external recruitment compensation.
- Provide solutions for handling pay exceeding range maximums and evaluate seniority and certification pay.
- Recommend updates to the Personnel Policy Manual for consistency and compliance.
- Consultation and Communication:
- Collaborate with Human Resources and Administration to ensure transparency and inclusivity.
- Define and implement communication strategies for process updates and feedback.
- Provide training and follow-up support to County personnel.
- Deliverables and Documentation:
- Provide a detailed final report, including multiple recommendations with pros, cons, and associated costs.
- Deliver a timeline with milestones and a detailed fee schedule with cost breakdowns.
- Develop tools and processes for ongoing compensation system maintenance.
