  • Estimate Pay: $78,000 - $80,000 per year (Negotiable)
  • Type of Employment: 40 hours per week.
  • Period of Performance: 16 December 2024 15 May 2027.
  • Paid Time Off per Year: 80-hours per year, occurring on day one.
  • Sick Leave per Year: 56-hours per year, occurring on day one.
  • Paid Federal Holidays: Eleven (11) Paid Federal Holidays
  • Travel: Travel is authorized

Working Hours:
Work will be scheduled normally from 7:30 a.m. to 4:30 p.m., Monday through Friday, however, there may be times when it is necessary for the employees to work after duty hours or weekends in support of specific tasking. Although schedule may have to be flexible, it will not exceed 40 hours per week. Temporary alternate work locations may be assigned.

Mandatory Qualifications:
Possess a minimum of bachelor's degree.

  • Have a minimum APDP Level I certification in Program Management.
  • At three (3) years demonstrated experience working as a Program Manager in a military environment.
  • Have recent and relevant Program Management experience within the past 5 years.
  • Experience reviewing cost, schedule, and activity reports on projects, as well as performing cost, schedule and performance analysis.
  • Have a strong coordination, organization, teaming, and communication abilities, to include speaking English fluently.

Highly Desired Qualifications:
Currently possessing a Secret Clearance

  • Experience with some or all tasks within this Performance Work Statement (PWS)

Duties/Responsibilities:
Be responsible for providing program management expertise to support day to day operations within the Bioeffect Division portfolio, to include applying acquisition and program management principles, and expertise to guide program and project accomplishment through the various phases of the research acquisition lifecycle.

  • Follow in-place and help develop administrative and monitoring support tools as required to perform daily operations associated with establishment, maintenance and oversight of research projects.
  • Participate and provide guidance in the development of strategic and tactical acquisition planning, by defining the scope, cost, schedule, and performance parameters necessary to successfully complete projects within the Bioeffects Division.
  • Demonstrate capability to collect, analyze and appraise acquisition data required to draw conclusions, and work with the project/program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Possess and/or engage in learning defense acquisition and research policies and regulations and recommend appropriate action consistent with those guidelines.
  • Proofread and edit project plans, research proposals, and data collected by program management team and/or support staff members for accuracy and consistency.
  • Identify and document programmatic risks using expert judgment and historical data, and implement approved actions and workarounds required to mitigate and minimize the impact of project risk.
  • Assist with all necessary contracting activities required to support project contract awards within the portfolio. This shall include assisting with the preparation of a statement of work with key input from Government and supporting documents for Request for Proposal release, and ensuring the necessary controls are in place to monitor the contract once awarded.
  • Design, implement and assist with contractual and financial of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist.
  • Utilize financial/programming data systems to retrieve, process, and synthesize information, generate reports to support analysis, and document requirements for additional system capabilities.
  • Become familiar with financial systems including the Comprehensive Cost and Requirement (CCaR) System.
  • Perform budget tasks and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
  • Provide technical guidance, advisory support, and assistance on a wide range of research management issues.
  • Shall speak on behalf of the organization at the executive levels within the Government and to contract/industry representatives. If requested, the contractor employee shall participate in portfolio reviews, conferences, and meetings to deliver presentations on program requirements, advocate program objectives, status, accomplishments, challenges encountered and anticipated, and collaborations within and outside of the 711th Human Performance Wing.
  • Shall demonstrate proficiency in Microsoft software programs which include Word, Outlook, PowerPoint, Excel, and Project.
  • Be able to acquire competency in program management and government business applications to support the expansion of electronic products required for project reporting and management delivered to Major Commands, management officials and identified program/project stakeholders (Semi-Annual Reviews, Quarterly and Ad Hoc Status Reports, and Program Management Reviews).
