We are seeking a Quantity Surveyor on behalf of our client, a leading provider of innovative water treatment solutions specializing in civil and structural (C&S) engineering for water infrastructure projects. This role is responsible for managing contractual matters, cost estimation, tendering, subcontractor evaluations, and financial oversight of construction projects. The ideal candidate will have strong analytical skills, the ability to optimize project costs, and experience in handling claims, progress payments, and contract documentation.
Key Responsibilities:
- Advise on and prepare contractual documents, including E.O.T, V.O., L.A.D., claims, and Letters of Award.
- Review and ensure contract documents are in order before obtaining the Managing Directors signatory.
- Optimize project costs by proposing cost-saving measures and maximizing profitability.
- Source, evaluate, and maintain a reliable list of approved subcontractors.
- Prepare accurate C&S cost estimates and ensure up-to-date pricing for tenders.
- Attend tender interviews, revise proposals, and support the subcontracting tender process.
- Manage project progress claims, ensuring timely submission and certificate issuance.
- Evaluate contractors work, prepare payment certificates, and ensure timely client invoicing.
- Monitor retention sums, project cash flow, and financial projections.
- Oversee procurement and compliance with Performance Bonds, Insurances, and CIDB requirements.
- Ensure adherence to quality management systems (ISO 9001:2015) and handle insurance claims.
- Track and maintain reports on project milestones, contract expiry, and retention sums.
- Coordinate with internal teams on construction material purchases and additional work claims.
- Handle subcontractor negotiations, pricing comparisons, and awarding decisions.
Requirements:
- Degree in Quantity Surveying, Engineering, Management, or a related field.
- A minimum of 5 years of experience in the construction industry (Civil & Infrastructure) is preferred, but fresh graduates with no prior experience are also encouraged to apply.
- Experience in construction estimating or finance will be an added advantage.
- Familiar with Goldon Cubicost TAS, AutoCAD, BIM, and Microsoft Project.
- Proficiency in Mandarin (spoken, written, and reading) to liaise with overseas Mandarin-speaking clients.
- The ideal candidate should be self-motivated, diligent, and detail-oriented.
- Strong analytical and critical thinking skills are essential for this role.
- Candidates must have the ability to organize, plan, strategize, and execute assigned tasks effectively.
