Operation Specialist
Job Description:
Job Purpose
The Operations Specialist will support large-scale manpower outsourcing operations by coordinating with multiple departments, visiting operational sites and understanding workforce requirements. The role will ensure effective manpower deployment, accurate attendance and payroll inputs, WPS compliance, operational reporting and timely resolution of employee and client-related concerns.
The ideal candidate must have strong knowledge of manpower outsourcing operations, WPS processes, advanced Microsoft Excel and macros, and experience supporting a large workforce across multiple sites.
Key Responsibilities
- Visit different departments, projects and operational sites to meet stakeholders and understand their manpower and service requirements.
- Coordinate Operations, HR, Recruitment, Payroll, Finance, Procurement, Transportation, Accommodation and other support departments.
- Collect, analyse and consolidate manpower requirements from different projects and departments.
- Coordinate employee deployment, mobilisation, transfer, replacement, demobilisation and allocation across sites.
- Support large-scale workforce operations involving multiple projects, locations and employee categories.
- Maintain accurate employee, project, deployment, attendance and operational records.
- Review attendance, overtime, leave, absenteeism, deductions and payroll inputs before monthly processing.
- Coordinate WPS salary processing and ensure employee data and salary information are submitted accurately and on time.
- Investigate salary discrepancies and coordinate with Payroll, HR and Operations for timely resolution.
- Monitor outsourced manpower contracts, service requirements, headcount and workforce utilisation.
- Coordinate with outsourcing partners, manpower suppliers and subcontractors regarding deployment, documentation and employee concerns.
- Track employee visa, labour-card, Emirates ID, medical, insurance and contract status in coordination with HR and government-relations teams.
- Prepare daily, weekly and monthly operational reports for management.
- Use advanced Excel functions and macros to automate reports, validate data and improve operational efficiency.
- Develop trackers, dashboards and management reports covering headcount, attendance, overtime, vacancies, mobilisation and workforce productivity.
- Identify operational gaps, process delays and data discrepancies and recommend corrective actions.
- Ensure client requirements, SLAs, KPIs and contractual obligations are properly understood and communicated to the relevant teams.
- Maintain regular communication with project managers, supervisors, department heads and employees.
- Attend operational meetings, record action points and follow up until closure.
- Handle employee concerns professionally and escalate critical matters to management.
- Support audits by maintaining accurate records, supporting documents and operational evidence.
- Assist management with workforce planning, cost control, resource utilisation and process improvement.
- Ensure compliance with company policies, UAE labour requirements, WPS regulations and client procedures.
Mandatory Requirements
- Strong experience in large-scale operations or manpower outsourcing.
- Practical knowledge of UAE WPS processes, payroll inputs, attendance and overtime management.
- Advanced knowledge of Microsoft Excel, including formulas, PivotTables, dashboards and macros.
- Experience coordinating with multiple departments and operational stakeholders.
- Willingness and ability to regularly visit different sites and departments.
- Strong understanding of workforce deployment, mobilisation and employee coordination.
- Ability to analyse large volumes of operational data and prepare accurate reports.
- Strong communication, stakeholder-management and problem-solving skills.
- Ability to work under pressure and manage multiple priorities.
- Good command of written and spoken English.
- UAE driving licence is strongly preferred.
Qualifications and Experience
- Bachelor's degree in Business Administration, Operations Management, Human Resources or a related field.
- Minimum 4–6 years of experience in operations, manpower outsourcing, facilities management, workforce management or a similar large-scale environment.
- UAE experience in manpower outsourcing or labour-intensive operations is strongly preferred.
- Experience handling a large employee population across multiple projects or locations is essential.
