Role Overview
- The Database Administrator (DBA) is responsible for the design, implementation, administration, security, and optimization of NLM's database systems supporting both operational and clinical research environments.
- This role ensures data integrity, performance, availability, and FISMA compliance across multiple database platforms handling PHI and PII.
Key Responsibilities
- Design, develop, and maintain relational and non-relational database systems.
- Administer and optimize multiple database platforms used at NLM.
- Develop and maintain systems/databases for secure storage of PHI, PII, and personal information (PI).
- Implement and enforce secure coding and secure database practices per FISMA and NIH security frameworks.
- Perform data management tasks: collection, standardization, imputation, harmonization, and integration.
- Monitor database performance, conduct tuning, capacity planning, and query optimization.
- Implement database backup, recovery, and disaster recovery procedures.
- Manage database user access controls and permissions in alignment with least-privilege principles.
- Coordinate with DevOps and Systems Administration teams to support database deployments across cloud environments.
- Support data linkage between clinical datasets (EHR, claims) for longitudinal studies.
- Implement open-source database solutions (Apache server services).
- Track and resolve database-related incidents using JIRA/ServiceNow.
- Support vulnerability assessments and remediation of database vulnerabilities.
- Create and maintain database documentation using Confluence Wiki.
- Support cloud-based database services across AWS RDS, GCP Cloud SQL, and Azure SQL.
Required Skills & Qualifications
- Bachelor's degree in computer science, Information Systems, or related field.
- Minimum 5+ years of database administration experience.
- Expert proficiency in SQL and multiple database platforms (MySQL, PostgreSQL, MS SQL, MongoDB, Elasticsearch).
- Experience with cloud-managed database services (AWS RDS, GCP, Azure SQL).
- Strong knowledge of database security, access control, and encryption standards (FIPS 140-2/140-3).
- Experience handling PHI/PII in FISMA-moderate environments.
- Familiarity with ETL processes and data pipeline development.
- Knowledge of HIPAA, Privacy Act, and NIH/HHS data governance policies.
