As we expand our footprint in the Syrian market, we are looking for a driven and well-connected Talent Acquisition Manager to own and lead our end-to-end recruitment function in Syria — building pipelines, sourcing top talent, and supporting our growing operations across key industries.

Role Overview

The Talent Acquisition Manager will serve as ExeQut's primary hiring engine in Syria. This is a hands-on, execution-focused role responsible for managing the full recruitment lifecycle across a range of technical and non-technical positions. The ideal candidate brings deep knowledge of the Syrian job market, established professional networks across key sectors, and the ability to work independently to deliver quality hires in a fast-paced environment.

This role goes beyond sourcing and interviewing — the Talent Acquisition Manager will also support foundational HR processes including onboarding coordination and recruitment administration, ensuring a seamless experience from candidate outreach to day one.

Key Responsibilities

Talent Acquisition — End to End

  • Own the full recruitment lifecycle: job briefing, sourcing, screening, interviewing, offer management, and closing
  • Partner with hiring managers to define role requirements, ideal candidate profiles, and selection criteria
  • Develop and execute sourcing strategies across multiple channels including LinkedIn, job boards, referrals, professional networks, and direct outreach
  • Build and maintain active talent pipelines for critical and recurring roles
  • Conduct structured screening and competency-based interviews to assess candidate fit
  • Manage candidate experience throughout the process, ensuring timely communication and a professional impression of ExeQut at every touchpoint
  • Coordinate and schedule interviews between candidates and internal stakeholders
  • Prepare and extend offer letters in alignment with approved compensation structures
  • Track and report on recruitment metrics including time-to-fill, pipeline health, and source effectiveness

Market Intelligence & Networking

  • Leverage existing relationships and actively build new connections across the Syrian professional landscape in target sectors
  • Provide insight and guidance on local market conditions, salary benchmarks, talent availability, and hiring trends
  • Represent ExeQut in the Syrian market with professionalism and discretion, building the company's employer brand presence

Onboarding & Recruitment Administration

  • Coordinate pre-joining processes including document collection, background checks, and system setup requests
  • Support the delivery of structured onboarding for new hires in coordination with the HR team
  • Maintain accurate and up-to-date candidate and employee records across ATS and HRMS platforms
  • Draft and manage HR letters, employment documentation, and recruitment-related communications
  • Ensure all recruitment activity is compliant, documented, and audit-ready

Requirements

  • Minimum 3 years of experience in Talent Acquisition, with a proven track record of end-to-end recruitment delivery
  • Demonstrated experience hiring within at least two of the following sectors in Syria:
    • Telecommunications
    • Construction, Engineering, or Infrastructure
    • IT.
    • Financial Services or Banking
  • Strong existing professional network within the Syrian market across relevant industries
  • Deep understanding of the Syrian labor market, including sourcing channels, talent availability, salary norms, and candidate behavior
  • Proven ability to manage multiple open roles simultaneously with minimal supervision
  • Strong interviewing skills with experience applying structured or competency-based assessment methods
  • Familiarity with ATS platforms and digital recruitment tools
  • Basic working knowledge of HR functions including onboarding processes, employment documentation, and HR administration
  • Excellent written and spoken Arabic; Good written and spoken English
  • Strong organizational skills and high attention to detail
  • Professional, discreet, and service-oriented in all candidate and stakeholder interactions

Nice to Have

  • Exposure to HR and ATS systems.
  • Familiarity with employer branding or recruitment marketing practices
  • Experience in HR operations and administration.

What This Role Is Not

This role requires someone who is genuinely embedded in the Syrian professional market — not someone who has primarily hired for other markets or who holds surface-level familiarity with local networks. We are looking for a candidate who can pick up the phone and reach decision-makers, referrals, and passive candidates through real relationships — not just job postings.
