1. Background

The AFAWA project, funded by the African Development Bank (AfDB), seeks to empower women-led businesses (WEBs) and women employees in ETGs agribusiness supply chains. The programme includes training, employability improvement, financial inclusion, and market linkages.

The implementer will play a critical role in ensuring effective and inclusive project delivery across the four implementation countries, supporting national teams, strengthening community linkages, and ensuring value-for-money procurement and accountability.

2. Purpose of the Overall TOR

This overarching TOR consolidates the responsibilities of all project functions (Programme Coordination, Country Project Management, Communications, Finance, and M&E). It defines the implementers role as a strategic implementing partner ensuring coordination, oversight, and alignment of activities with AfDB, ETG, and consortium guidelines.

3. Key Responsibilities:

A. Programme Implementation Oversight

    • Provide overall coordination and oversight of project delivery across the four countries.
    • Ensure activities are aligned with the Logical Framework and AfDB guidelines.
    • Supervise and support the national teams (Programme Managers, Communication, M&E, and Finance staff). Recruit and manage Key

B. Stakeholder Engagement

    • Act as the focal point for coordination with governments, financial institutions, business groups, and implementing partners.
    • Represent the consortium in regional and national forums.
    • Strengthen linkages with women entrepreneurs and employees in ETG supply chains.

C. Communications & Visibility

    • Implement and oversee the project communication and branding strategy.
    • Document and promote success stories, lessons learned, and case studies.
    • Manage relationships with local and regional media to ensure positive coverage.

D. Financial & Operational Management

    • Oversee financial planning, donor reporting, and budget monitoring across all four countries.
    • Ensure compliance with AfDB financial policies and procurement requirements.
    • Support annual audits and ensure financial transparency.

E. Monitoring, Evaluation & Learning

    • Lead data collection and reporting across all project countries.
    • Ensure quality assurance of indicator tracking, evaluations, and adaptive management.
    • Document best practices and lessons learned to inform project adjustments.

F. Capacity Building & Team Supervision

    • Provide technical support and supervision to project staff.
    • Facilitate training, mentorship, and knowledge-sharing among national teams.
    • Promote gender-sensitive and inclusive approaches in all project activities.

4. Deliverables

    • Consolidated annual and quarterly work plans.
    • Regional progress reports (technical and financial).
    • Communication strategy outputs (case studies, media features, visibility reports).
    • Regional M&E dashboards, learning notes, and evaluation contributions.
    • Final consolidated project implementation report (by December 2027).

5. Reporting Line


The overall project implementer function will report to the Consortium Lead at ETG, while working closely with Programme Coordinator, Country Managers, and technical staff (Finance, Communications, M&E).
